#4 Outside of two privately owned ~500MW power plants on the southern coast of PR, the only other major power producers in the territory are government run. From what I hear from folks who were there VERY recently, the gov. units were poorly operated and minimally maintained. There are some small private solar and wind farms, but they don't produce much in the grand scheme of things (<80MW ea.) |

#2 What does the "partial blackout" mean here? More than 400,000 power customers have remained in the dark more than five months after Hurricane Maria slammed Puerto Ricoand that was before the explosion. "PR blackout gets even worse" is more accurate. |
