#3  building a 1000+ mi four lane road in Russia shouldn't be the kind of ordeal it would be in the US, e.g., witness the experience of the progress of I-69 which was designated back in 1991 and is currently about 25% complete

no enviromental orgs armed with hundreds of lawyers and feeding off bizzare feel good legislation

no extortion from labor unions

no prohibition against using prison labor

no rate commission that has to approve toll increases

no ROW acquisition delays

you do have to bribe the right people however
