The dissonance is understandable. It's really the bleak reality of Indian gummints. The preservation/forest authorities will take hours to get to the scene with their needles and funny looking pop rifles. In the mean time, you have an indignant mob with parents of children eaten or attacked by wildlife and no recourse.

The local authorities have vested interests in driving out forest dwelling communities so they can possess and sell the land cheap to friends of the ruling gummints, for mining, wood, constructions, etc. They will arrest a forest villager for peeing on a tree and call it 'illegal deforestation'.
