#6  Probably the same reason the Israeli corvette took a hit from a Hezbollah cruise missile because it had its Phalanx CIWS system off - to avoid friendly/civilian casualties. My guess is they have a lot of false readings from civilian planes and drones routinely overflying the area. Don't want to accidentally splash a civilian jetliner a la the Iranian passenger jet disaster from the 80's. Now they'll have to take the risk.
