Because a week ago The CEO of the NOC Mustafa Sanalah said : there will be now equal distribution of wealth in libya & all funds will go to Tripoli.

#1 The combination of rig hands who dwell along a spectrum of disgruntled to highly disgruntled, feuding land/mineral/surface owners, sticky fingered locals, and 'quirky' leo's is always a recipe for abundant gun play. But even I would draw the line at indirect fire and air strikes.
