#4  ...When I was in the ROK in the early 80s, dogs were to a surprising extent considered just as much livestock as pets (see also kagogi) but the government made a full-court press prior to the '88 Olympics to get it stopped. They did pretty good in the cities, but out in the country and smaller cities it's still common.

The point here though is this - up north, they never stopped using dogmeat, and if it's to the point where pets are now being confiscated (and keep in mind that in a society where food is often scarce at best, the pets likely belonged to upper middle or upper class Norks because they were the only ones who could afford the luxury of feeding them) then it's bad. Really, really bad.
