#12  The've been doing that for decades. The first budget items are always the pet-projects. The critical Police, Medical, Infrastructure always come last. That way they can claim they don't have enough for them and need to raise taxes.

#11  Politicians always cut the most important things first: police, fire, paramedics, sanitation. That way, people will complain to their Congresscritters that the feds HAVE to give NYC money or people will DIE!!!
