| #1 Section 20 of Oregon Bill of Rights: Equality of privileges and immunities of citizens. No law shall be passed granting to any citizen or class of citizens privileges, or immunities, which, upon the same terms, shall not equally belong to all citizens. This fund may or may not have been the result of legislation, but it seems unless it's a private fund, it's unconstitutional. And if it goes against the grain of the Oregon constitution, Ted shouldn't be talking about it. |
