#9  Based on history, these people can:
1. Ignore the subpoena. They might be held in contempt of Congress, but who cares? Everybody holds Congress in contempt
2. Show up, but lie. Apparently there is no real penalty for lying to Congress
3. Answer every question with "I do not recall".

As Darth said, until people get led away in orange jumpsuits, this is all just kabuki.
