The demand came a day after the Kremlin recalled its ambassador to Washington, DC, for consultations after Biden made the remark in an interview that aired Wednesday morning.

Asked by ABC anchor George Stephanopoulos whether he thought Putin is a "killer," Biden said, "I do."

Dmitry Peskov, Putin’s front man, said it was a ""very bad statement by the U.S. president" ​that indicated "he doesn’t want to normalize relations."

"We will proceed accordingly," Peskov said​, adding ​"there was nothing like that in history."

​Konstantin Kosachev, a deputy speaker of the Russian parliament’s upper house, said Biden’s "boorish statement" ​​represents a watershed​ moment for Moscow-Washington relations.​

"Such assessments are inadmissible for a statesman of his rank," Kosachev said. "Such statements are unacceptable under any circumstances. They inevitably lead to a sharp exacerbation of our bilateral ties."
