#12  The US and Israel have a signed purchase agreement (Israel buying, US selling). The President notified Congress about this on May 5 (before the conflict).

Per SOP, Congress has until 22 May to, by a majority vote, stop the sale.

This process is how arms sales work to NATO countries as well as Japan, South Korea, Australia and New Z.
