#4  A creative approach would be to treat any censoring of political candidates as contribution in kind to the opposition candidates. The state can require formal filing to immediately follow and can set the amount that the 'in kind' contribution is counted. The failure to file would become the criminal act with fines and penalties.

But as stated likely UNENFORCEABLE.

Reads like a Campaign Protection act for political candidates.

I predict at most maybe some COURT or MEDIA OPERA.
