Harakat Hezbollah al-Nujaba is one of the Iraqi Shiite Popular Mobilization Force paramilitary groups that have fought alongside Hezbollah under IRGC-Qods Force orders in Syria since 2011. They are paid by the governments of both Iran and Iraq as a formal PMF group, listed as reporting to the prime minister of Iraq. And they do indeed follow his orders when he tells them to do something Iran already ordered.

Kataib Hezbollah is another Iraqi PMF group, though they spent more time in Iraq fighting ISIS, mostly returning to attacking American bases in Iraq after ISIS was dealt with. Both groups started out fighting the Coalition on the Iran payroll in the years after the second Iraq War.
