- President Joe Biden issued the Covid-19 Hate Crimes Act in April to prevent the surge in anti-Asian American crimes in 2020
That clearly wasn’t effective. President Biden didn’t issue it, though — the Democrat-controlled Congress passed the bill into law in the usual way. He just signed it. But it isn’t fair to expect English reporters from the Mail to understand obscure American law-making practices...
