According to a book by Washington Post journalists, the phone call took place on March 5 - one day before Senate voted on Biden's 'American Rescue Plan'
Manchin ended up voting with majority of the democratic lawmakers and the relief package was passed in a 50-49 vote

#1  Again, the Founders got it mostly right. the Senate acts as the brakes of the Republic. Manchin may well still be a senator after Bidet is retired. He has to think that way.
