The thing about having a rapid turnover in the upper levels of any organization, especially when resulting from rapid death in office rather than retirement, is the huge amount of institutional knowledge that evaporates, until nobody knows what projects are planned, what any of the computer passwords are... nor even where the spare executive bathroom key is kept. This, my dear Mr. McCoy, is a good part of the reason why ambitious jihadis chose suddenly to run off to ISIS and other local organizations instead of hieing themselves off to the training camps on both sides of the Af-Pak border as they’d done so avidly in the first decade of the millennium. |
