#4  it is a fleetwide standard so if your company made two cars, one all electric and one with 27.5 mpg, you would be in compliance

Yeah ! Uh-huh ... Righ BS.
Mopeds here we come, some get 100+ mpg.

But a SAFE to ride in and low speed impact resistant car... Hell we'll be wearing positive pressure NBC suits and respirators before then and being allotted 1 day a month to leave the house based on Street/Apt. numbers.
