#2  SA-8/9K33? I wonder how effective they would be agains the primary threat - cruise missiles, deep strike aircraft, and theater-level missiles.

Get the S-300's from the other former eastern bloc countries and give them to Ukraine, and upgrade our allies with more modern NATO systems as a better deterrent to discourage Putin's aggression. The British Sky Sabre would do nicely, they are already deployed into Poland, and same with US Patriot (improved) batteries.
