#2  If they make it a law, then the government can get its beak wet directly, in addition to all the indirect moistening already going on.

Maybe Chicago could do this for the shootings. Right now, people just shoot whoever they want and the City doesn't get any of the action. If you had to get a Shoot Someone permit, then the govt could get a taste. And if you don't get a permit, then there are fines for committing a criminal act. It's a win-win!
