#2  The idea of grabbing the Taliban bigs and bin Laden (we did not for sure know where he was on 9/12) is certainly attractive.

All that said, making a big ash tray there on 9/12 would probably have paid a lot of dividends compared to the endless war on terror, segue to war for liberal democracy in Ukraine today.
