On the first point, you just need to remember your own experience, starting with the military and continuing with local conflicts. This experience shows that the crowded placement of equipment must be punished, the location must be carefully dispersed and even more carefully masked. Headquarters must be masked especially diligently, regularly moved and spaced in space with communication centers so that the location of the headquarters cannot be revealed by activity on the air.
Large warehouses in the frontline are evil, they need to be crushed, this greatly complicates logistics, but it is better to solve this problem than to lose a large batch of ammunition at the same time. Aircraft at airfields, given that the enemy has UAVs, in no case should be placed in a line, it must be pushed 1-2 cars into pockets distant from each other, mixed with cars for repair / storage,
According to the second, dedicated groups of hunters for important goals, with proper motivation and support, can work wonders. The hunt for enemy air defense, his MLRS, the remaining "Points", and long-range artillery should be a joint task of groups from the SOF, dedicated units of the Aerospace Forces, artillerymen and intelligence in all its diversity, from satellite to local undercover.
It will become even easier to fight these goals if, nevertheless, a decision is made to remove bridges across the Dnieper. Whole here and now, they interfere with us much more than they can interfere with those demolished when it comes to forcing the river. And the Armed Forces of Ukraine will immediately demolish them if such a threat arises, there is no doubt about it.
