#9  Unless about 10 of the extra 250 out of contract guests showed up with lifeguard cards and gear, I don’t it would be legal to open the pool in those conditions.

They were in clear violation of the contracted 250 body agreement.

Uhem....why security at all? Ah, Lee's Summit. Any rate, I would guess there is a minimum lifeguard:customer ratio.
