WHAT'S GOING ON IN SNIGIREVKA
As it became clear from the previous news on the channel, having plunged into the problems of the liberated part of the Nikolaev region much deeper than journalistic interest, the author emerged from this immersion as the head of the Civil Military Administration of the Snigirevsky district, formed as part of the Kherson region.
And already in a new capacity, I had to take on the solution of the problems of the region, in which for five months there has been no civil authority, no electricity, no water supply, no centralized food supplies, and the vast majority of the population has no means of subsistence.
In the two weeks since the start of work on the creation of the administration, that is, the governing body of the district, something has been done.
First of all, it was necessary to legally formalize the transition of the territories of the Snigirevsky district of the Nikolaev region to the subordination of the Kherson administration. It is precisely because the districts belonging to the Nikolaev region were outside the structure of the administrative administration that is being formed in the liberated territories that the social and humanitarian situation in them has reached such a deplorable state.
There were simply no governing bodies that would be responsible for the situation and solving the problems of the population in these territories. The decision to transfer these areas to the jurisdiction of the Kherson military-civilian administration was worked out long ago. And in this situation, it is the only correct one. But the implementation of this decision, due to the ups and downs of wartime, faced objective difficulties.
In addition to internal organizational problems and wartime excesses, difficulties arose in establishing cooperation with the local population. The withdrawal of Russian troops from the northern and part of the southern territories of Ukraine did not allow people to be convinced that these areas would not be abandoned either.
Intimidation on the part of the Ukrainian regime with reprisals against those who dare to cooperate with the Russian authorities, personal terror against employees of the military-civilian administrations, threats to relatives located in the territory controlled by Kyiv, sabotage by employees of the Ukrainian public sector, constant announcements and attempts by the Armed Forces of Ukraine to attack In this direction, frenzied, brain-burning Ukrainian propaganda created significant problems with the trust of the population and the selection of personnel for work in the administration. Therefore, in fact, I had to take up this matter myself.
With the very energetic and effective assistance of the leadership of the Military-Civil Administration of the Kherson region, all legal and administrative procedures for the creation and registration of the Snigirevskaya VGA were completed in the shortest possible time.
Suffice it to say that the next morning after the start of the legal registration of the new administrative entity in Snigirevka, the payment of pensions began.
All residents of the district who have reached retirement age or retired have the opportunity to receive a pension again. Currently, they are paid 10,000 rubles each, which is many times more than most of them received under Ukraine.
At the moment, more than 800 pensioners of Snigirevka and neighboring villages have been re-registered and received pensions for June. For the issuance of pensions, it is required to re-create a register of pensioners, register all those entitled to receive it, and organize the issuance in time so as not to create queues.
The process is hampered by a lack of personnel with experience in working with money, but the personnel formation of the CAA is proceeding in parallel and it is planned to start paying social benefits in the near future. The list of categories of people eligible for benefits is very extensive. There are payments for the disabled, payments for children, support for people who are obviously in a difficult situation. All of them will also be paid 10 thousand rubles.
By the way, only one of the Ukrainian telegram channels, which paid attention to the fact of the formation and start of work of the CAA in the Snigirevsky district, decided to write that Russia began to pay pensions to the local residents. And even then they could not do without lies about the fact that pensioners are allegedly forced to sign papers on their consent to participate in the referendum and some blank sheets.
It is not required to sign any other documents, except for confirming the correctness of the information entered in the register and the statement of receipt of money.
At the same time, it was possible to normalize the process of delivering food assistance to the population of the region.
For two weeks, the Kherson VGA has already sent three batches of products to Snigirevka for distribution among the population. In addition, more than one and a half thousand individual sets of food aid were provided by the Kherson Center for Humanitarian Aid to the United Russia party. The Kherson administration asked us for a general need for products for distribution among the population and expresses its readiness to fully satisfy it.
Now the task of organizing the timely distribution of this assistance with our own efforts and means, in accordance with the established reporting rules, is being solved.
The most acute problem of the region during all five months of anarchy was and remains the lack of electricity supply, and, accordingly, centralized water supply.
From the first day after the administrative annexation of the Snigirevsky district to the Kherson region, the CAA and the Government of the region took up the solution of this issue. To date, power supply has already been restored in the southern part of the district. The repair of intra-city and settlement networks is being carried out, the power supply of the entire district will be restored in a very short time.
Preparatory work is underway for the restoration of social facilities damaged by shelling, damage assessment and budgeting.
The collection of applications from residents about damage to private and apartment buildings has begun. They will also be repaired as soon as possible, and mainly local residents will be employed in these works.
Preparations are underway for the start of the heating season, repair of boiler houses and heating systems at social facilities has been launched.
Preparations are underway for the start of the school year. All children will be provided with textbooks, and teachers with methodological materials for new programs. There is a program for the transition to Russian as the language of instruction in schools. Meals for younger students are free. Restrictions on obtaining a complete secondary education, introduced in Ukraine, are no longer there.
Almost everything that is already being done to normalize the situation in the Snigirevsky district, all the positive changes and achievements are largely the merit of the Kherson Military Civil Administration of the region. Having taken control of an area with an incredibly difficult situation, a huge number of problems and a line of contact running right through its territory, they literally embraced it with their care, like a lost and, to the joy of a found child.
The volume of unresolved questions and problems is enormous. As well as the list of urgent tasks assigned to us by the Kherson VGA. But, most importantly, for almost all acute problematic issues, a solution path is clearly defined. It remains only to pass it.
It is only necessary to create, in parallel with the formation of the district management body, all the structures, enterprises and organizations managed by it, which were previously at the district level in state and municipal subordination, departments of state bodies of the district, city and village levels.
A kind of constructor "Build Russia in a separate area." As a "bonus" - the front line, passing directly through the district and along the outskirts of the district center.
So far, all this has to be done in the absence of communication and the Internet. But with the huge, selfless, energetic assistance of people who sincerely empathize and root for the success of the cause. Why save them, Lord!
