Someone doesn't study real history. The American army was always a small often underfunded, undermanned professional army. See -

Francis Prucha's "The Sword of the Republic", Robert Utley's "Frontiersmen in Blue"and "Frontier Regulars" and Edward Coffman's "The Old Army".*

For most of over its first 150 years expanded only at time of major war and then demobilized shortly there after. I'm sure our Native Americans would point out that what occurred in that period may well be described as 'imperialism'.

We demobilized after WW2. It wasn't till 1948 after a series of successful and unsuccessful coups in Eastern and Southern Europe coupled with the Berlin Blockade, that the first long 'peacetime' draft was instituted. That is when Washington decided to become the world's policeman. Suddenly it had a big hammer and everything looked like a nail. That undermined the structures of the old republic beginning the long slide to authoritarian rule.

* interesting factoid - in the post Civil War army the largest single expense was hauling supplies to the many and distant outposts in the West.
