It's part of a larger trade deal/package if I understand correctly.

It avoids future sanctions that might make shipping and delivery problematic.

I read Tatarstan is the leading location for the factory which I believe will keep costs lower than an Iranian facility. But additionally it used to be a competitive advantage to have production manufactured domestically, instead of weighing domestic production as cost alone.

#3  Doesn't make sense to me.

Lower cost and faster volume turnup to keep production in Iran. Gives Iran capacity for their other regional conflicts.

Unless Russia doesn't want an unstable supplier dependency, or anticipates Iran capacity to be reduced by upcoming regional conflicts.

#1  I remember when the Soviets had their own scientists who could meticulously reengineer any military device that we made. Maybe all of them were Ukrainian.
