#3  The only way that a contempt declaration can hurt Blinken is to roll it into a cylinder and poke him in the eye with it. Block funding for the salaries of some of his lackeys chosen at random. It will help with the debt ceiling for 30 or 40 seconds. I guarantee that no damage will be done to the interests of the American people.

#1  As I recall (and I could be wrong), it was understood that the dissent cable use would be circulated in-house only, and the names of the dissenters would be kept secret. This was done to allow officers to provide opinions that otherwise would never reach the "8th Floor." Dissent reports were never ever meant to be circulated outside of Foggy Bottom.
