| #5 ^3, It's even more unpleasant when then don't even bother to make port, and just hold offshore. (The Phillipino crews really love that.) I have an aquaintance who has a 45ft Ravallo, and used to do fishing charters before the Coasties got all anal. Now days he does twice weekly grocery runs for parked freighters and tankers who are running low on food supplies. As long as they can pay cash. |

| #4 Blocked space agreements that are unutilzed take capacity off the market. Another way is to charter ships then have them held in port for maintenance/other reasons. Both expensive but a deniable way to reduce capacity and increase the cost of the remaining available products |
