#5  The entire illegal drug bidness is awash in money and everyone from the lowliest cop in a one cop town to the patronage people in the courthouse to pretty much everyone inside the beltway is directly or indirectly cashing in. The cartels are just part of a giant misery industry.

#3  ...not quite, in the Mexican equation is the graft and pay of the cartels. Here its employers who don't pay minimum wage and bureaucrats who have desk jobs to never solve the problem.
