According to investigators, in 2016–2021, a group of citizens stole funds from various insurance companies by staging road accidents. 70 such facts were recorded, the total damage exceeded 13.5 million rubles.
In the re-enactments, the group members involved 30 people - their relatives and friends who drive the car. Later, these people testified that in fact there were no accidents and they did not visit the State Traffic Inspectorate unit.
During the investigation, it was established that ten people from among the current and former employees of the State Traffic Inspectorate were involved in the commission of these crimes. One of them, 35-year-old police lieutenant Denis Shch., was detained on October 26 in Tambov. He was placed in a temporary detention center.
A criminal case was initiated in July 2021 under an article on fraud in the insurance industry (Part 4 of Article 159.5 of the Criminal Code of the Russian Federation).
In March, the Kirsanov interdistrict prosecutor's office sent a criminal case to court against two residents of the Kirsanovsky and Umetsky districts of the Tambov region, who agreed in advance and staged an accident. They placed their cars so that the damage already present on them would indicate an alleged accident. After that, they submitted documents to receive insurance payment, but the insurance company suspected something was wrong and contacted the police.
