#2  If they use government "imperium" to coercive relocation of the residents/property owners to existing rentals, and don't permit the rebuilding of structures lost to the fire, poof, the "Neronian" solution to creating new open spaces for upscale development after Eminent Domain taking of bare land.! Brilliant, almost as if someone knew what to do in advance?

#1  Commies got to commie. Notice how Lefty governors have no problem issuing 'emergency' decrees and fiats (with no end date) to grant themselves power. You can 'nationalize' the property but you are going to have to compensate at fair market value (which you most likely don't have the money in the state treasury for).
