They should have been reported as missing persons fugitives, and simple Old School justice applied.

In short the Fed's collect and use Social Media posted Pictures for investigative purposes. In this case they used it to track down the mother of the toddler from a posted Social Media image to nab this POS.

Still, it does raise concerns of possible serious abuses in political agenda motivated hands.
