#2  That would be how you do it. The problem is the trained tech using it has to be kept near the front lines, or you won't get any advanced warning.
So what they'll do is work out which frequency bands are most likely, and make a stripped down limited function version that ordinary grunts can carry. It just has an earphone that goes 'beep'.
