City residents with local registration will be able to enter freely, while others will need to obtain passes. In addition, all employees of the Kursk Nuclear Power Plant and the NPP-2 construction site must contact their management regarding the pass regime. Smirnov explained that such measures were taken "due to the fact that the Ukrainian Armed Forces are not giving up their attempts to enter the city."
