Absent that kind of decisive economic statement to the Turks who would scream about lost revenue, the Marines/Sailors should never travel in less than squad-sized liberty elements. I was in Panama with my USMCR unit in 1973. Presidente Torrijos had a habit of arresting US service personnel when outside the Canal Zone for petty offenses and then holding them for months to gain press and concessions. We had nine of us in a club and a "waitress" took offense at the size of the tip and attempted to provoke a reaction by repeatedly poking and slaping as we prepared to leave. Sensing trouble, we rose as a group and exited, noting five or six Panamanian Policemen grouped outside, clearly observing the provocation trough a window and hoping for a reaction to arrest us. We filed past them with care and took two cabs back to the Canal Zone and Ft. Gulick barracks. We never left the Zone again in groups of less than ten. |
