| #1 Inciting a riot is still a felony in Illinois. Illinois - Article XVI - Mobs, Riots And Disturbances. Federal law (18 U.S.C. § 2383 (2020)- Inciting Insurrection or Rebellion Against the U.S. Government. The Federal law prohibits inciting, assisting, or engaging in any rebellion or insurrection against the authority, laws, or legal operations of the U.S. Government. To convict, the prosecutor only needs to quote the words of the Governor himself, to show that he knowingly committed an overt act to further or promote civil disruption or insurrection. BTW: A Fed conviction carries up to 10 years in federal prison. |
