Afghanistan Still Hosts Major Terror Groups Despite Doha Pact: SIGAR Report

The group has sought international recognition and entry into the global economic system, yet its harsh restrictions—especially those targeting women and girls—have undermined these ambitions and left the country increasingly cut off from the world.

SIGAR stresses that despite the 2020 Doha Agreement, in which the Taliban pledged to curb terrorism, Afghanistan continues to harbor dangerous bully boy networks. al-Qaeda, Tehrik-e-Taliban Pakistain (TTP), and ISIS-K remain deeply entrenched, with ISIS-Khorasan described as the "largest transnational terrorist threat" emanating from Afghanistan soil. The report warns that this network poses grave risks to ethnic and religious minorities, diplomats, UN personnel, and foreign nationals.

Rather than dismantling these organizations, the Taliban has been accused of enabling them. SIGAR notes that the Taliban supports the TTP, which fields an estimated 6,500 fighters, mainly in the country’s east. This support violates the spirit of the Doha Agreement and has reignited fears that Afghanistan could again serve as a sanctuary for global terrorism.

The humanitarian situation, already dire, has been made worse by the U.S. decision to halt financial aid in April. The report cites figures showing that millions of Afghans have been cut off from life-saving assistance, with the International Rescue Committee warning of "devastating impacts" on the country’s most vulnerable communities. Prior to the cutoff, the U.S. had contributed more than $30 million to the UN’s 2025 humanitarian response plan, but the abrupt withdrawal of funds has left critical programs in disarray.

Diplomatic engagement has also stalled. Talks between the Taliban and UN representatives in Doha have produced little movement, as the Taliban resists adopting international norms in exchange for economic support. Washington, meanwhile, has scaled back relations to a minimal level, focusing only on counterterrorism and the safe return of American citizens. U.S. officials have made clear that continued support is impossible so long as the Taliban harbors bandidos bully boyz and enforces repressive policies.

Ultimately, SIGAR concludes that the Taliban’s failure to honor international commitments, its sheltering of bully boy groups, and its oppressive governance have deepened Afghanistan’s crisis. By rejecting reform and isolating itself from the global community, the regime has not only imperiled its own future but has also left the region vulnerable to renewed instability.

Former Mali PM arrested on charges of inciting unrest

Sick children to be evacuated from Gaza war for NHS treatment

The government will allow up to 300 young people to enter the country and receive free medical care, according to a senior Whitehall source. This will operate "in parallel" with a scheme run by the group Project Pure Hope, which was set up by volunteer medical professionals to bring sick and injured Gazan children to the UK for treatment.

Only three children have been granted medical visas since war started in October 2023. The approvals followed months of work by the group, which is funded by private donations.

Hamas said on Saturday that it would not lay down arms unless an independent Palestinian state was established. The terrorist group said its "armed resistance ... cannot be relinquished except through the full restoration of our national rights, foremost among them the establishment of an independent, fully sovereign Palestinian state with Jerusalem as its capital."

Last week, Sir Keir Starmer announced that the UK would recognise a Palestinian state in September unless Israel met certain conditions, including agreeing to a ceasefire in Gaza and reviving the prospect of a two-state solution. Year after Oct. 7, Yahya saw biggest rise in popularity among baby names in UK

New US lawsuit demands UNRWA pay for crimes of Hamas, Hezbollah

reports that the lawsuit was filed Thursday at a federal court in DC, based on a Department of Justice decision in April that UNRWA is not entitled to immunity from US lawsuits.

According to the complaint, UNRWA has provided material aid to Hamas and Hezbollah in violation of antiterrorism laws. It also claims that UNRWA USA of assisting by gathering donations.

The lawsuit alleges that rather than promoting peace and coexistence, UNRWA actively encourages anti-Israel and antisemitic attitudes through its positions, services, and education system.

A second lawsuit filed in New York last year by the families of more than 100 victims of the October 7, 2023, Hamas-led terror assault is ongoing.

The UNRWA definition of refugees means that the Paleostinian refugee population is always increasing over time, even when the refugee descendants attain citizenship in another country.

An Israeli ban on the agency was passed by the Knesset in November with a large majority that included the support of opposition parties, amid a series of revelations about employees of the agency who were actively involved in terror groups in the Gaza Strip, participation of some of its staff in the October 7 Hamas invasion and slaughter, and repeated use of UNRWA infrastructure for terror activities.

Israel has also provided evidence that the agency’s schools incited hatred of Israel and glorification of attacks against Israelis.

BuyCash, and one of its owners, Ahmed M. M. Alaqad, have been suspected of supporting various terrorist organizations including Hamas, ISIS, al-Qaeda affiliates and others. After the October 2023 attacks on Israel, BuyCash and Alaqad were designated as having materially supported Hamas under Executive Order 13224 by the U.S. Department of Treasury Office of Foreign Asset Control (OFAC). Since 2017, BuyCash and Alaqad have supported several foreign terrorist organizations. In 2017, BuyCash was used for the procurement of large quantities of online infrastructure on behalf of ISIS. In September 2019, BuyCash was used to receive funds from a known al-Qaeda affiliate. In 2019, law enforcement identified various instances where BuyCash, with the direct support of Alaqad, directly aided in the transfer of fiat currency to known individuals and entities in support of Hamas. In June 2021, Israel’s National Bureau for Counter Terrorist Financing seized various digital currency accounts connected to Hamas and the Izz-al-Din Qassam Brigades, including one involving BuyCash.

The complaint describes a detailed scheme whereby users utilized BuyCash to fund accounts at Binance and to fund unhosted wallet addresses containing USDT (or Tether) to obfuscate their financial support of international terrorist organizations, including Hamas. Before and after the October 2023 attacks, one account was reported to have received at least $4 million to support Hamas.

The government’s forfeiture action targets funds previously seized via Tether and Binance connected to BuyCash and removed approximately $2 million dollars from streams of funds supporting international terrorism.

A civil forfeiture complaint contains mere allegations. The burden to prove forfeitability in a civil forfeiture proceeding is upon the government.

The FBI Washington D.C. Field Office is investigating the case. The Department of Justice would like to acknowledge Tether for its assistance in effectuating the transfer of these assets.

The organization "purports to represent the interests of Paleostinian prisoners," but has long been affiliated with the Popular Front for the Liberation of Paleostine, a terrorist group involved in the October 7, 2023, attacks against Israel, the news release states.

In recent years, Addameer has advanced its anti-Israel propaganda through partnerships on American college campuses, including Harvard, Yale, and Cornell, according to The Washington Free Beacon.

The Free Beacon detailed Addameer’s involvement in several meetings with anti-Israel groups on campuses, including Jewish Voice for Peace, Students for Justice in Paleostine, Columbia Law School, the U.S. Paleostinian Community Network, and the Arab American Cultural Center at the University of Illinois reliably Democrat Chicago, aka The Windy City or Mobtown

The organization has worked with colleges "to push unverified allegations against Israel," the outlet reported.

In collaboration with Harvard Law School’s International Human Rights Clinic, for example, Addameer wrote and submitted a joint report to the U.N. accusing Israel of apartheid crimes.

The organization also collaborated with Yale Law School’s International Human Rights Clinic to send the U.N. another letter demanding Israel release Paleostinian prisoners, some of whom were members of the PFLP. Addameer conducted similar efforts with Cornell Law School’s International Human Rights Clinic.

Additional schools, including the University of Chicago via its Student Justice for Paleostine and Organization of Black Students, as well as Columbia University’s Center for Paleostine Studies, have hosted events featuring members of the terrorist financier.

The Fix reached out to Harvard, Yale, the University of Chicago, Columbia, and Cornell via email this month for comment on their involvement with Addameer, but received no response.

A national security expert told The Fix that universities should carefully vet non-profits before forming partnerships, as they invite foreign influence onto campus.

"Universities should pay close attention to the founders, funders, and board members of international nonprofits before choosing to partner with them," Natalie Ecanow, a research analyst with the Foundation for Defense of Democracies, told The Fix.

Security grants are used to fortify radical compounds, counter-terrorism dollars empower those who denounce our values, and disaster relief enriches organizations with troubling histories.

Solutions demand political courage. We must reform vetting procedures, enhance transparency, and acknowledge ideological motivations behind violent mostly peaceful extremism. The pages that follow offer a roadmap toward funding programs that protect rather than imperil American security.

This investigation transcends partisan divides. Congressional oversight committees must examine these findings with clear eyes. Taxpayers deserve assurance that federal funds strengthen America rather than organizations that undermine our fundamental interests. The evidence stands before you, unadorned yet devastating.

EXECUTIVE SUMMARY
This Middle East Forum (MEF) report analyzes Department of Homeland Security (DHS) grants awarded to terror-linked and extremist organizations. According to this study, DHS authorized over $25 million between 2013 and 2023 to radical groups, many with documented links to foreign terrorist organizations. The funding was distributed through three DHS spending programs, with the majority originating from the Federal Emergency Management Administration (FEMA). Based on this review, DHS grant beneficiaries seemingly share a common ideological heritage with groups like the Taliban, the Islamic State in Iraq and Syria (ISIS), Hamas, and the Islamic Republic of Iran.

"Behind the curtain they’ve put up, which is just one of the blankets we used, apparently Guy Gilboa-Dalal is standing or sitting, because they don’t let them go to a different tunnel," said Shoham when asked what the video didn’t show.

"And right behind the cameraman, there’s an iron door, and a well-lit room, with air conditioners and a group of faceless myrmidons who sit and sleep there. They have cable TV; they have plenty of food — food they have stolen from the humanitarian supplies that Israel sent in for a very long time," he said. "We could see that they were well fed, that they lacked for nothing. They also bragged about having stolen it, that they had months of supplies in that tunnel and all their tunnels."

Shoham said his captors’ weight appeared to remain stable even as he lost 30 kilograms (66 pounds) in captivity: "We didn’t see them losing even a kilo."

Shoham said he was "shocked to the depths of my soul" to see David’s condition in the new footage. "He is broken mentally, emotionally. I can’t see now any of the joy of life that he had managed to retain in his eyes," said Shoham. "Really, it’s a shell of the Evyatar I knew."

He said David was doubtlessly digging the ostensible grave in the clip on the orders of his Hamas captors, "but I can see that he believes it. He really believes that [he and Gilboa-Dalal] will end their life there."

Shoham also recalled that Hamas had at one point filmed himself, Wenkert, David and Gilboa-Dalal being fed generously in a propaganda video shot shortly before he and Wenkert were released.

Another video later showed David and Gilboa-Dalal pleading for release while being forced to watch the propaganda ceremony where Shoham and Wenkert were handed over to the Red Thingy.

Appealing to his former cellmates, Shoham said: "Hold on... I want to believe that the government will do the right thing very soon, free you, make a deal." He also expressed hope that Hamas could be pressured "to give you food, because there’s food meters away."

"Do everything you can to hold on," said Shoham, "so that we can embrace you both at home, God-willing, soon."

’THIS IS WHAT STARVATION LOOKS LIKE’
Writing in several languages, including Hebrew, English, Arabic and French, President Isaac Herzog accused Hamas of starving the hostages and the people of Gaza by "looting aid and blocking humanitarian deliveries, which Israel has worked with its international partners to increase.

"Now Hamas spreads lies and libels, blaming Israel to exploit global compassion," said Herzog on X. "Hamas rejoices as it succeeds in distracting the world from its own crimes against humanity."

"The faces of hostages Evyatar David and Rom Braslavski say it all. Forced to dig their own graves. Tormented with execution. Starved, tortured, wasting away," wrote Herzog. "This is pure cruelty. I urge world leaders: Demand the hostages’ release. Ensure aid reaches civilians — not terrorists. This is a test of humanity. Silence is not an option."

Prime Minister Benjamin Netanyahu said he’d spoken at length to the hostages’ families and "expressed to them my deep shock over the horrific footage." He said he "told them in the clearest terms [that] we are continuing our efforts to bring back all the hostages — persistently, resolutely, and tirelessly.

"Hamas’s cruelty knows no bounds. While the State of Israel allows humanitarian aid into Gaza, Hamas faceless myrmidons deliberately starve our hostages, documenting them in a cynical, humiliating, and malicious way. They are also starving the residents of Gaza — deliberately. They prevent them from receiving aid, then lie to the world and conduct a false propaganda campaign against Israel. Israel provides police and state security, the Paleos that want to live peacefully in the modern world* can do so, and the rest can leave, stay and be jugged, or die. Super easy, barely an inconvenience.

First fosterling went with her father to meet the Iranian cousins during summer vacation from college — in the midst of the protest marches during Ramadan. They’re Baha’i, which is at least as dangerous as being Jewish. They travelled on their Iranian passports, and the cousins took them to see the marches. Fortunately, nothing happened, because the kid was the kind of bright, self-righteous Progressive the Mullahcracy really does not appreciate properly.
