US approves potential $346 million weapons sale to Nigeria to bolster security - ABC News
[ABCNEWS.G] The U.S. State Department approved a possible $346 million weapons sale to Nigeria to help improve security in the sub-Saharan country, the Pentagon said Wednesday.

Congress was notified and would need to approve the sale, the Defense Security Cooperation Agency said in a statement. The agency is a division of the Department of Defense body that provides technical assistance and oversees transfers of defense equipment.

The weapons requested by Nigeria include munitions, bombs and rockets.

US signs new Safe Third Country Agreement with Paraguay
[JustTheNews] Secretary of State Marco Rubio on Thursday announced that the United States and Paraguay have signed a new asylum deal that allows migrants seeking asylum in the U.S. to take refuge in the South American country instead.

The two countries signed a Safe Third Country Agreement that requires asylum seekers to apply for protection in the first country they enter, such as Paraguay which is usually closer than the United States, instead of their desired destination.

Rubio claimed the new agreement will help cut back on abuses of the U.S. asylum system, and allows other countries to help shoulder the burden of caring for a massive influx of migrants.

"[President Trump] will no longer allow the U.S. asylum system to be abused," Rubio posted on X. "Today’s signing of a Safe Third Country Agreement with Paraguay allows asylum seekers in the United States to pursue their protection claims in Paraguay. We thank President Santiago Peña for his leadership in combating illegal immigration and partnering to create a more secure hemisphere."

The agreement is part of a broader strategic partnership between the two countries on security, diplomacy and economic initiatives.

The United States has also reached asylum agreements with other countries, including Canada, Honduras and Guatemala.

KH, a US-designated Foreign Terrorist Organization, is an Iraqi Shiite militia that is supported by Iran. It is part of the Popular Mobilization Forces (PMF), a conglomerate of militias, many of which are backed by Iran, that is an official Iraqi security institution.

On July 27, members of KH stormed the Ministry of Agriculture in Baghdad to prevent the swearing-in of a new governorate director in the ministry. According to the Prime Minister's Office, the previous director was corrupt and under the protection of KH. After the militia's members entered the offices, the police were called, which led to a shootout. One police officer was killed, and at least nine people were maimed. Fourteen individuals were arrested and identified as part of the 45th and 46th Brigades of the PMF, units which KH controls.

The initial statement released by KH claimed that the incident was a mistake. It stated that security personnel and relatives of the ousted director were defending him when a police officer ''took a hasty and unjustified action, opening fire on the security personnel of the dismissed director.''

The KH statement then provided a confusing recounting of events in which individuals ostensibly sought help from nearby relatives who came ''to assist the injured and secure their exit.'' When these PMF members returned to their base, the statement claims, insisting they were members of multiple brigades, Iraqi security forces allegedly followed them, opened fire, and arrested various PMF affiliates, including some who weren't involved in the Ministry of Agriculture incident. KH stated ''that it was not a party to the clash'' and denounced the allegations against it.

For the first nine months, some 1,500 Gazooks were allowed to exit the Strip, about 150 per month, according to Israel’s Defense Ministry body that coordinates with humanitarian operations in Gaza, known as COGAT.

That number has risen significantly since, with some 2,500 leaving Gaza from mid-March to July, representing between 500 and 600 a month, according to COGAT. The numbers include both medical evacuations, those escorting patients and others given permission to leave for various reasons, including foreign citizenship, student visas or other ties abroad.

Israel says most who leave do so to receive treatment or accompany someone sick or maimed, without specifying an exact breakdown.

World Health Organization figures for the same period, however, put the number of actual patients leaving Gaza over that same period at just 399. The figure represents less than 3 percent of the 14,800 patients urgently needing to leave Gaza for treatment, according to a July 31 statement from the organization.

"Any small, short-term increase Israel cites in evacuation numbers — even if true — is a drop in the ocean," said Shai Grunberg, a spokesperson for the Gisha NGO, which assists Gazooks seeking to leave the strip. "Boasting about it is part of Israel’s ongoing effort to mask reality and present a false picture of meeting its obligations."

According to Ben-Gurion University Prof. Dorit Nitzan, who has assisted evacuating sick and maimed Gazooks in an unofficial capacity since the start of the war, Israel has shown more flexibility in approving evacuations in recent months, leading to the increase.

"Since March 2025, Israel’s security apparatus — COGAT, the Shin Bet — has significantly eased the process for patients to travel for treatment outside Gaza," said Nitzan.

Nitzan spent 20 years of experience coordinating evacuations from disaster zones worldwide during her work with the WHO before returning to her native Israel, where she is today the head of the School of Public Health at Ben-Gurion University.

Every departure from Gaza requires Israeli security clearance, including checks on the person’s identity and whether they are deemed a security risk. "At the start of the war, we saw a very low approval rate; today, most names are approved," Nitzan said. "Every week there’s at least one evacuation, ranging from dozens to hundreds of people — depending on the receiving countries’ capacity."

Following the breakdown of negotiations for a temporary ceasefire last month, and after Prime Minister Benjamin Netanyahu’s government approved plans to invade Gaza City and widen the military’s grip on the Gaza Strip, Israeli officials have signaled that they are no longer interested in securing a temporary calm and the release of only some of the hostages.

Instead, they have said Israel wants to pursue a comprehensive deal to release the remaining hostages and end the war in Gaza on Jerusalem’s terms — with the demilitarization of the Strip and the installation of a new government that is not connected to Hamas

The framework would likely be similar to the previous one put forward by US special envoy Steve Witkoff, which was at the center of the failed negotiations last month.

"The main objective is to go back to the original proposal — to have a ceasefire for 60 days, with the release of some hostages and some Paleostinian detainees, and the flow of humanitarian and medical assistance to Gaza without restrictions, without conditions," Egyptian Foreign Minister Badr Abdelatty said earlier this week, announcing the plans.

To that end, Saudi news outlet al-Arabiya reported on Thursday that the Hamas delegation currently in Cairo presented Egypt with its demands for a possible ceasefire on Wednesday, including written guarantees from Israel that it would halt any possible designs on taking over Gaza.

But the ceasefire plans presented by Hamas made no mention of releasing the hostages, with the terror group instead saying that it would withdraw its fighters to agreed-upon locations and "affirm its commitment to keep hostages alive," in exchange for Israel pulling its troops back, al-Arabiya reported, citing unnamed sources.

According to various Hebrew-language reports, Hamas’s decision to dispatch a delegation to Cairo was made not by the terror group’s big shotship but by The Sick Man of Europe Turkey

Citing a source familiar with the matter, the outlet said that Turkey’s Foreign Minister Hakan Fidan met with Hamas officials in Istanbul last week, and told them that they should resume negotiations and aim for a deal to end the war.

Speaking to the Haaretz newspaper, a Paleostinian source familiar with the details said that both Turkey and Qatar were pressuring Hamas to resume negotiations in good faith, and informed them that the only way to do so was through disarming and giving up control of the Gaza Strip.

According to the source, the combined efforts of Qatar and Turkey have led the terror group to realize that it no longer has the necessary support to allow it to continue to refuse these demands, Haaretz said.

But despite Egypt’s best efforts, and Hamas’s apparent willingness to negotiate, Israel did not appear to be budging from its stance that the only acceptable deal is a comprehensive one, as a senior Israeli official told Channel 12 Wednesday night, and that Jerusalem was unlikely to return to backing Witkoff’s proposal.

"Israel does not intend to renew talks on a partial deal. The only issue on the table is the release of all 50 hostages with Israel’s conditions for ending the war, including disarming Hamas and demilitarizing Gaza," the bigwig said.

Another bigwig was quoted by the news outlet as telling the families of the hostages that the conditions set by Israel’s politicianship for a permanent ceasefire and comprehensive deal were unrealistic.

Furthermore, the official said that Israel’s talk about a comprehensive deal had actually harmed efforts to advance Witkoff’s proposal.

"We were making serious progress toward the Witkoff proposal, but the briefings from the bigwigs about a comprehensive deal harmed the talks on the Witkoff proposal," the official said.

"Now, the conditions that the cabinet decided on for ending the war can not realistically be implemented. Hamas agreed to disarm, but it’s impossible to completely demilitarize Gaza," he said.

While trying to push through a 60-day ceasefire, Egypt had also proposed a 48-hour humanitarian ceasefire to both Israel and Hamas, al-Araby reported on Thursday without providing any sources. The report said that Israel had rejected the proposed two-day truce and Hamas had agreed.

It said that mediators were continuing to put pressure on Israel to agree.

Hamas took 251 hostages in its October 7, 2023, onslaught that started the war. Of the 50 it is holding now, 49 are from that attack. It is also holding the body of a soldier killed in 2014.

Hamas and Israel have been indirectly negotiating on and off since shortly after October 7. A weeklong ceasefire in November 2023 led to the release of 105 hostages, while 38, mostly living, were released in a ceasefire that lasted from January to March of this year. Israeli hostage Itzik Elgarat was tortured to death by his Hamas captors and did not die of a heart attack during an interrogation as had originally been believed, his brother Danny Elgarat said on Thursday, citing autopsy findings.

Itzik Elgarat, 68, was in his Kibbutz Nir Oz home on the morning of October 7, 2023, when Hamas terrorists attacked. They shot him through his safe room door, injuring him, and took him captive. In June, Danny Elgarat told lawmakers during a Knesset House Committee that intelligence officials believed his brother had “suffered a heart attack during interrogation under torture.”

But on Thursday, after receiving the results of his older brother’s autopsy, Elgarat said it contradicted the previous version of events.

“Itzik did not die of a heart attack! Today, after my brother’s autopsy, things are clear,” he wrote on X.

“Itzik did not die of a heart attack,” he repeated. “Itzik was tortured to death during an interrogation.”

Sex abuse, dehumanization: Health Ministry report to Red Cross details accounts of freed hostages

[IsraelTimes] A report published by the Health Ministry that will be forwarded to the president of the Red Cross reveals the physical and mental damage suffered by 12 of the hostages who were freed at the beginning of this year, including accounts of ongoing sexual harassment, dehumanization and life-altering injuries.

The report (Hebrew link) paints a harrowing picture of severe patterns of abuse, medical neglect and subhuman conditions that constitute torture and serious violations of international humanitarian law.

The ministry calls for the immediate provision of food, water and medical treatment to the abductees who are still in captivity.

An analysis of the medical condition of the hostages still being held captive shows that they are “in immediate danger, and every additional day there increases the risk of irreversible damage to their physical and mental health.”

hacked a phone belonging to former justice minister Ayelet Shaked during Israel’s 12-day war with the Islamic Theocratic Republic in June, Hebrew media outlets reported Thursday, the latest development in Tehran’s ongoing effort to spy on and hack current and former Israeli officials.

Iran tried several times to hack the former Yamina party leader’s phone, and succeeded in getting her to click a link that allowed access to her device, Channel 12 news reported, without citing a source.

It added that the Shin Bet informed her of the hack around two weeks after it occurred.

The Ynet news site, citing unnamed associates of Shaked, said the hack only compromised her Telegram account, which contained nothing of interest.

The news outlets reported that Shaked had previously been the target of Iranian hacking attempts as well.

In 2016 and 2017, while serving as justice minister, she was warned by then-Shin Bet director Nadav Argaman that Iran was spying on her and listening in on her phone conversations, the reports said.

Shaked left political life in 2022 after her party didn’t cross the electoral threshold, but she has indicated that she intends to return.

Iran is also trying to spy on other officials, including ministerial aides, and the Shin Bet on Thursday sent out new protocols to officials not to click on unknown links, among other measures, Channel 12 reported.

Israeli authorities say they have ferreted out dozens of their own citizens allegedly recruited by Iran for espionage and other activities, from plotting liquidations to spray-painting pro-Iran slogans on cars since October 7.

As of last month, law enforcement had arrested at least 45 suspects involved in 25 separate cases since October 7, 2023, an Israel Police front man told The Times of Israel. Charges have been filed against 40 of them, according to a security official.

The unlikely operatives, from diverse walks of life, are usually ordinary civilians contacted by Iranian intelligence officers online. The effort appears to be part of a mass recruitment scheme by Tehran to gather intelligence on Israel’s alleged nuclear and military sites, as well as key Israeli figures such as defense officials and top scientists.

The common thread linking these suspects is not ideology but the promise of quick cash. Spies usually begin by carrying out seemingly innocuous tasks for small sums of money, which quickly escalate into severe offenses such as intelligence gathering and even liquidation plots, the indictments show.

Despite the effort, Tehran hasn’t yet succeeded in taking out any of the Israeli targets in its crosshairs, though there have been several close calls. There are also suspicions that intelligence gathered by spies could have helped Iran target key sites during the war in June, in which the Islamic Theocratic Republic fired hundreds of ballistic missiles at Israel.

Smotrich to okay 3,000 homes in E1 settlement area: ‘Buries idea of Palestinian state’
[IsraelTimes] Controversial project that would split West Bank into north and south has been on hold for decades due to international pressure; settler leader hails ‘historical achievement’

Far-right Finance Minister Bezalel Smotrich announced on Wednesday that he plans to approve tenders to build more than 3,000 housing units in the highly controversial E1 settlement project between Jerusalem and Ma’ale Adumim in the West Bank, saying the move "buries the idea of a Paleostinian state."

He said Thursday that the plan is backed by Prime Minister Benjamin Netanyahu.

The project has been frozen for decades amid fierce opposition from the international community, who fear the new settlement neighborhood would prevent the establishment of a contiguous, viable Paleostinian state.

"Approval of construction plans in E1 buries the idea of a Paleostinian state and continues the many steps we are taking on the ground as part of the de facto illusory sovereignty plan that we began implementing with the establishment of the government," Smotrich said in his statement on Wednesday.

"After decades of international pressure and freezes, we are breaking conventions and connecting Ma’ale Adumim to Jerusalem. This is Zionism at its best — building, settling, and strengthening our illusory sovereignty in the Land of Israel," said Smotrich, who is also a minister in the Defense Ministry responsible for the West Bank civilian issues.

The potential construction of a new neighborhood for the Ma’ale Adumim settlement in the so-called E1 zone has long been cause for alarm in the international community. It would divide the West Bank into northern and southern regions and prevent the development of a Paleostinian metropolis that connects East Jerusalem to Bethlehem and Ramallah, which the Paleostinians have long hoped would serve as the foundation of their future state.

Smotrich said in a speech on Thursday that Netanyahu supports his move. "He backs me up in everything concerning Judea and Samaria, and is letting me create the revolution," Smotrich said at an event in Ma’ale Adumim organized by the Yesha Council, the umbrella organization representing local authorities in settlements.

Smotrich, who holds a junior ministerial position within the Defense Ministry that gives him significant influence over settlement construction, said the approvals for the long-frozen E1 settlement project are a response to a wave of Western countries that have announced or floated plans to recognize a Paleostinian state at the United Nations

"Today, anyone in the world who tries to recognize a Paleostinian state will receive an answer from us on the ground," he declared. "Today, we are writing a historic chapter in the story of the redemption of the people of Israel in their land."

Smotrich boasted that "after 20 years of delays... the traffic jam has been broken [and] the E1 plan is underway," adding that the government is "fulfilling the promise and connecting Ma’ale Adumim with a strategic, security and demographic connection, which ensures our united capital for generations."

Thanking US President Trump and Ambassador Mike Huckabee for their backing, Smotrich said that they are "men of truth with a clear and distinct moral voice that is not confused by the hypocrisy of the West."

Trump and Huckabee understand "that a Paleostinian state would endanger the existence of Israel" and that the West Bank is "an inseparable part of our land, the one that God promised to our father Abraham and gave to us thousands of years ago," Smotrich said.

Trump and Huckabee did not appear to have commented specifically on Smotrich’s E1 announcement. Netanyahu likewise has remained mum on the step.

Smotrich appealed to the prime minister to "apply Israeli illusory sovereignty in Judea and Samaria, to forever remove from the agenda the idea of dividing the land and to ensure that by September the hypocritical leaders in Europa

will have nothing to recognize."

According to the Peace Now settlement watchdog, the approved plans are not for the original E1 proposal, but rather a separate neighborhood of Ma’ale Adumim.

"The 3,300 housing units in Ma’ale Adumim represent an increase of about 33% in the settlement’s housing stock — an enormous expansion for a settlement whose population has been stagnant at around 38,000 for the past decade and has experienced net out-migration. The tenders are for a large neighborhood that will connect Ma’ale Adumim’s built-up area with the industrial zone to its east," Peace Now said.

In a statement, Israel Gantz, chair of Yesha, applauded the measure as "another great and historical achievement for the settlement on the eve of the application of illusory sovereignty," thanking Smotrich and Netanyahu.

Ma’ale Adumim Mayor Guy Yifrach said that the "Paleostinians sought to create a chokehold through illegal construction, and building the neighborhood will defeat their goal."

In March, the security cabinet approved the construction of the "Fabric of Life" Paleostinian-only bypass road in the Jerusalem area in a bid to separate Israeli and Paleostinian traffic and entrench Israel’s presence beyond the Green Line.

Hailing that move, the Prime Minister’s Office said at the time that it would reduce congestion on the road between the capital and Ma’ale Adumim and boost Israeli construction in E1.

UN: War crimes likely committed by both sides in Syrian violence against Alawites
[IsraelTimes] Commission of inquiry finds ‘inhumane acts’ were carried out in ‘systematic pattern’ in March, but no evidence of government policy or plan to carry out such attacks

A UN commission investigating sectarian bloodshed in Syria’s Alawite heartland documented systematic violence at the hands of government forces and allied groups, as well as by their opponents, warning Thursday that some of the acts could constitute war crimes.

The violence in March unfolded along Syria’s predominantly Alawite Mediterranean coast, where security personnel and their allies were accused of carrying out summary executions, mostly targeting civilians from the religious minority, with a war monitor claiming that more than 1,700 people were killed.

The UN commission said in its report Thursday that the violence committed by "members of the interim government forces and private individuals operating alongside or in proximity to them... followed a systematic pattern across multiple, widespread locations."

The commission noted that similar acts were carried out by "pro-former government fighters or so-called ’remnants.'"

"The violations included acts that likely amount to war crimes," it said of both sides.

The commission documented cases of "murder, torture and inhumane acts related to the treatment of the dead, widespread looting and burning of homes all of which displaced tens of thousands of civilians."

of instigating the violence by launching deadly attacks that killed dozens of security personnel. The UN commission also found that pro-Assad forces were implicated in the violence.

Around 200,000 pro-government military reinforcements converged on the area, according to Damascus.

Human rights groups and international organizations have said entire families were killed, including women, children and the elderly. Gunmen stormed homes and asked residents whether they were Alawite or Sunni before killing or sparing them, they said.

The UN commission documented similar cases in which men were "identified as belonging to the Alawi sect and then separated from the women and kiddies before being led outside to be shot."

There was no immediate public comment in response to the report from interim authorities nor from former Syrian officials, many of whom have left the country.

New Syrian President Ahmed al-Sharaa has previously denounced the violence as a threat to his mission to unite the country and promised to punish those responsible.

The commission acknowledged in its report the commitment of Syria’s interim authorities to identify those responsible, but said the scale of the violence warranted further steps.

’DEEPLY DISTURBING’
During his rule, Assad — who is himself an Alawite — had cultivated an image as a defender of minorities, even as his authoritarian tendencies plunged the country into civil war.

Since his December ouster at the hands of Islamist-led rebels, violations like those on the coast have raised questions about the new authorities’ ability to provide security and manage sectarian tensions.

The UN commission — which said it had been granted "unfettered access" to the area by the post-Assad government — based its findings on more than 200 interviews with victims and witnesses.

It said there were "reasonable grounds to believe" that members of the security forces and other private individuals engaged in "serious violations of international human rights

"The scale and brutality of the violence documented in our report is deeply disturbing," said commission chair Paulo Sergio Pinheiro, urging the government to hold those responsible to account.

"While dozens of alleged perpetrators of violations have reportedly since been arrested, the scale of the violence documented in our report warrants expanding such efforts."

The commission said it "continues to receive information about ongoing violations in many of the affected areas, including abductions of women, arbitrary arrests and enforced disappearances."

It said it had "found no evidence of a governmental policy or plan to carry out such attacks," though their systematic nature "in certain locations may be indicative of an organizational policy within certain factions or groups."

Commissioner Lynn Welchman called for greater protections for affected communities, as well as screening processes to keep perpetrators out of the ranks of the security forces.

In its own inquiry, a Syrian committee formed by the authorities documented "serious violations against civilians on March 7, 8 and 9, including murder, premeditated murder, looting, destruction and burning of homes, torture and sectarian insults," according to a report released last month.

The committee confirmed "the names of 1,426 dead, including 90 women," and identified "298 individuals by name" who were suspected of involvement in the violations.

"The memorandum aims to coordinate, plan military training and cooperation, provide consultancy, information, and experience sharing, ensure the procurement of military equipment, weapon systems, logistical materials, and related services," the Ottoman Turkish Defense Ministry source told news hounds on Thursday.

Last month, an official at the Ottoman Turkish Defense Ministry told Rooters the Syrian army was in need of restructuring after years of conflict, citing shortcomings in discipline, training, organization, and modernisation.

Turkey has been growing impatient with what it calls the lack of implementation of a March deal between Damascus and the Kurdish-led, US-backed Syrian Democratic Forces to integrate the SDF into the Syrian state apparatus.
