The family said that Naeem Farooqi, a tribal elder and member of Paktia peace committee, was killed along with his three sons and two of his brothers in this operation.
Paktia deputy governor Abdul Wali Sahi confirmed that non-combatants were killed during the operation.
"Certainly, it is a crime. Killing civilians is a crime even if there is the presence of the enemy during the operations," he said.

MANCHESTER, England (Reuters) - British counter-terrorism police are investigating an attack by a man armed with a kitchen knife at Manchester Victoria train station that injured three people, including a police officer, on New Year’s Eve.
Greater Manchester Police said they were keeping an open mind about the motive, adding there was no intelligence to suggest a wider threat.
A witness, a BBC producer who was at the station, said the man was armed with a large knife who linked his actions to "bombings in other countries". The suspect was arrested "within minutes", police said, and was being questioned in custody.
Those injured, a woman and a man in their 50s, were in a serious but not life-threatening condition, police said. A male police officer in his 30s who sustained a stab wound to his shoulder was released from hospital early on Tuesday morning.

Fairly fun forty seconds of piffle. Bit cringey at the end, but... four thousand views in six months? Another fine list you've gotten me onto.

Another fine list you've gotten me onto.
It’s only because we love you, Slemble Scourge of the Gepids3557. ;-) But looking at the names at the end of your video, it is a very fine list indeed.
Two members of the public and one British Transport Police officer were injured
The knifeman was armed with a 'long knife' and has been arrested by police
Police said the attack happened just before 9pm Monday evening in the station
Several police officers were quickly on the scene and tasered the knifeman
BBC journalist Sam Clack claimed he heard the attacker screaming 'Allah', video posted on Snapchat after the man's arrest showed him shouting 'Allahu Akbar' as he was forced into the back of a police van
Knifeman said, 'As long as you keep bombing other countries this sort of s**t is going to keep happening.'
Update from the article at 11:40 a.m. ET:
Anti-terror officers raided the 25-year-old suspect's home in the Cheetham Hill area of the city today as they confirmed two of the victims will be in hospital 'for some time'.
Neighbours of the property raided say they believe it is home to a Somali couple and four of their five children, who all moved to the UK from the Netherlands around 12 years ago.
Footage of the aftermath of the 'frenzied' attack at Manchester's Victoria Station last night shows a man being pinned down by five police officers, with blood stains on the pavement.
Another video shows the suspect shouting 'Allahu Akbar', meaning 'God is most great' in Arabic, as he was put in the back of a police van. He was also heard screaming: 'Long live the Caliphate', a reference to the enclave carved out by terror group ISIS.
Nousha Babaakachel, a neighbour of the home raided, said a Somali family live at the address.
She said the couple have two sons are at university, one working at Manchester Airport and the youngest son is back in Somalia. They also have a daughter.
Both parents attend a local mosque, Ms Babaakachel said.
Witnesses to last night's events have praised the British Transport Police officer who was stabbed in the shoulder after 'bravely and immediately' confronting the attacker during a routine patrol.
BTP Assistant Chief Constable Sean O'Callaghan said: 'I am incredibly proud of the four officers who were immediately on scene last night, detaining a man who was wielding a knife.
'They were fearless, running towards danger and preventing further harm coming to passengers.
[PRESSTV] Malta has pulled 180 refugees to safety from two boats in distress, while 49 more were stuck in limbo at sea as the weather worsened in the Mediterranean.
An army patrol boat picked up 28 refugees from a dinghy some 71 nautical miles southwest of Malta before plucking another 152 people from a wooden boat to the south.
The rescues followed the recovery by Malta Sunday of 69 refugees on a wooden boat which had run into trouble.
Meanwhile, ...back at the game, the Babe headed for second base. He almost made it. Then Sheila slapped him.... the UN's refugee agency said time was "running out" for 49 people rescued by NGO boats but denied a safe port in Europe, some of whom have been stranded at sea for over a week.
The NGOs -- the German Sea-Eye and Dutch Sea-Watch -- called for "an immediate solution for those being held hostage by European States, who are denying them a safe port."
"With the weather conditions forecast to worsen this evening, a solution must be found by the end of 2018 in order to prevent placing people's heath at further risk," they said in a joint statement.
The German-flagged Professor Albrecht Penck ship has 17 refugees from West Africa on board who were rescued on Saturday in international waters off Libya.
At the same time, the Dutch-flagged Sea-Watch 3 has 32 refugees rescued on December 22و including three young children, three unaccompanied adolescents and four women from Nigeria, Libya and Ivory Coast.
While Italia, Malta, Spain and the Netherlands have refused to accept the Sea-Watch 3 refugees, several German cities have offered to take them in.

[DAWN] A woman was killed and nine other people, including two police constables, were maimed in Azad Jammu and Kashmire (AJK) on Monday as Indian troops resorted to "ruthless" mortar shelling from across the restive Line of Control (LoC), officials said.
The target on the last day of 2018 was Athmuqam, the otherwise rarely hit district headquarters of the picturesque Neelum Valley, located some 80 kilometres northeast of state capital Muzaffarabad.
"First they [Indians] fired some shells on Pakistain Army posts, but suddenly they started pounding civilian installations with mortar shells," said Akhtar Ayub, an Athmuqam based disaster risk management officer.
Video footages shared by some Athmuqam residents in WhatsApp groups showed people running to safety amid the thunder of shelling and clouds of smoke.
Ayub said Indian troops targeted the entire one-kilometre radius of Athmuqam, overlooked by Indian gun positions atop lofty mountains across the unmarked dividing line.
"The shelling was so indiscriminate that we thought they [Indians] will devastate everything existing on the ground," said Abbas Mir, a schoolteacher, whose car’s windowpane was smashed by the splinters of a shell.
Samiya Amir, an AJK University Neelum campus student, said they were on the third floor of a building when the shelling began.
"All of us rushed to the ground floor where we remained confined over the next three hours in a state of fear and anxiety," she added.

Hamas also is allowing supporters of Abbas’s rival in Fatah, Mohammed Dahlan, to light torches and stage marches.
Fatah and Hamas have been bitter rivals since Hamas, an Islamic krazed killer group, toppled Abbas’ forces and seized control of Gazoo in 2007.

[IsraelTimes] Syria’s nearly eight-year-old conflict saw its lowest annual corpse count in 2018 as the regime reasserted its authority over swathes of territory, a war monitor says on Monday.
A total of 19,666 people were killed this year as a result of the conflict, which erupted in 2011, the Syrian Observatory for Human Rights monitoring group reported.
"2018 was the lowest annual toll since the start of the conflict," Observatory chief Rami Abdel Rahman tells AFP.
The Britannia-based monitor relies on a vast network of sources across Syria to document the war that broke out after the brutal repression of nationwide anti-regime protests in 2011.
The corpse count for 2017 stood at more than 33,000 and the highest annual figure was reached in 2014 ‐ the year the Islamic State ...formerly ISIS or ISIL, depending on your preference. Rudaw has more, including two cute bar graphs breaking down the deaths by group and by year since 2011, concluding:
According to the Observatory, the government and its allies now controls 60.2 percent of Syrian territory, while the SDF hold 28.8 percent.
The Kurds last week asked for the regime's help against the threat of a Ottoman Turkish offensive, a move that will put pay to their ambitions of increased autonomy.
By comparison, the US-based Armed Conflict Location and Event Data Project puts the number of conflict-related deaths in Afghanistan at more than 40,000 this year.
