Still fails to answer the question regarding why Stevens was there, or what prompted UK's Blue Mountain Security project manager to pull out just days prior to the attack. Also left unanswered is why a Quick Reaction Force (QRF) or regional Combatant Commanders In-extremis Force (CIF) was not dispatched.
