Libyan official warns of ISIS threat

(ISIS) is gaining ground in Libya and a new international approach is needed to address the growing threat, a senior Libyan official said on Thursday (February 5th).

Aref Ali Nayed, Libya's ambassador to the United Arab Emirates and an adviser to Prime Minister Abdullah al-Thani, was in Washington and New York this week to discuss the new challenges on Libya's security front.

"It's not possible to fight ISIS in Iraq and Syria without also addressing the Libyan component," Nayed told AFP.

Beida lower court overturns the Supreme Court ruling on unconstitutionality of HoR

that ruled that the elections of Libya's House of Representatives (HoR) were unconstitutional.

The Preliminary Court ruling on Thursday suspended the previous ruling of 6 November 2014 declaring it null and void.

One of the Advocates who took the case to court, Amal Bughagis, told Alwatan newspaper that the decision was a landmark in the Libyan political process. Bughagis, said that the decision ended the GNC's tenure, by virtue of a judicial decision, and not a political statement.

Bughagis added that there is an earlier ruling by the Supreme Court that ruled that a lower court could suspend a ruling of a higher court, including that of the Supreme Court.

In her last comment, Bughagis was answering the question of whether a lower court could overrule a higher court.

It will be recalled that Libya's Supreme Court had ruled on 6 November 2015 that the June 2015 House of Representatives elections were unconstitutional. In its ruling it said that the GNC ''February Committee'' set up by the GNC in February 2014 to set up new elections for a body to replace the GNC, was in itself unconstitutional.

The ruling in Tripoli was not recognized by the House of Representatives, nor by the international community on the basis that the court sitting in Tripoli may have been coerced.

Libya's current ''social contract'', the Transitional Constitutional Declaration of August 2011, drafted during the 2011 Libyan revolution that overthrew the Qadaffy dictatorship, provided for the election of one transition parliamentary body, the GNC, whilst the constitution was being drafted.

'General Hafter is the person who sparked this war' claims Belhaj
[Libya Herald] Abdul-Hakim Belhaj had pinned the blame for the current political crisis wholly on Khalifa Hafter. The Opration Dignity leader was a criminal for beginning the war currently being waged in Libya, the former head of the Libyan Islamic Fighting Group (LIFG) said in an interview published by Euronews.

"It started when retired General Khalifa Hafter came back onto the scene, ", he said in a statement in which, bizarrely, he also implied that Hafter had formed the House of Representatives (HoR) in Tobruk. Belhaj considers it illegitimate.

Belhaj also asserted that the UAE was supporting Hafter, providing "aircraft, weapons, ammunition and armour to those who are killing the Libyan people".

The sole legitimate gang, he said, was Libya Dawn

It is made up of the Libya Shield militia (Misrata and Moslem Brotherhood), Libya Revolutionaries Operations Room (Moslem Brotherhood), and Tripoli Brigade (close to Abdul Hakim Belhaj, head of Al-Watan party). Financing and moral support come from Turkey and Qatar...
. Prime Minister Abdullah Al-Thinni, when he was defence minister, gave Libya Dawn authority, Belhaj maintained. It was now carrying out the orders of the legitimate ruling body--the General National Congress (GNC).

Asked about the dialogue talks, Belhaj said he supported them and had called for them, and had himself met with UNSMIL representatives. However,

he did not think the Geneva meetings would be effective because people "far removed from what is influencing politics in Libya" were invited. He did not elaborate further on this.

In one of several questions alluding to Belhaj's past as leader of the LIFG, Euronews asked, "Are you a fighter under the guise of a politician?" Belhaj did not directly answer this question, however earlier in the interview he claimed that he was no longer a fighter but a politician and insisted he was not currently leading an gang.

Victims of 2009 Fort Hood shooting to receive Purple Heart award
And here it is not even quite six years.
[CBSNEWS] Army Secretary John McHugh has approved the awarding of the Purple Heart to the military victims of the 2009 shooting at Fort Hood that left 13 people dead, the Army announced Friday. The civilian counterpart of the Purple Heart award - the Secretary of Defense Medal for the Defense of Freedom - will be conferred on the civilian victims of the shooting.

McHugh was freed to extend the awards after Congress recently broadened the guidelines specifying who is eligible to receive them. The Purple Heart can be awarded to military members who suffer combat injuries, including injuries suffered at the hands of a foreign terrorist organization. As part of the National Defense Authorization Act of 2015, Congress redefined an attack by a "foreign terrorist organization" to include any attack in which the perpetrator was in communication with or inspired by foreign terrorist elements before the attack. The previous criteria required evidence that the perpetrator was acting at the direction of a foreign terrorist organization.

20 rights activists held after ASWJ rally near CM House
[DAWN] KARACHI: Police detained more than 20 rights activists for a couple of hours on Thursday after they 'insisted' on marching towards CM House while participants in the outlawed Ahle Sunnat Wal Jamaat

(ASWJ) rally near the same venue dispersed after being assured by the law enforcers of security for their leader.

The civil rights activists, led by Jibran Nasir, had earlier this week staged a two-day sit-in at the PIDC traffic intersection to condemn the Shikarpur attack and demanded action against proscribed organizations, including the ASWJ, and their leaders.

The sit-in, which attracted a small number of participants, ended on the government assurance that flags and graffiti of the banned outfits would be removed from the city in the first phase.

The rights activists re-emerged at the PIDC traffic intersection on Thursday evening an hour after the ASWJ diverted its big 'Kashmire Day' rally towards CM House to demand security for its Sindh chief, Maulana Aurangzeb Farooqi, that the group said had been withdrawn by the government.

The situation remained tense for a while when the police, anticipating some kind of clash between the two groups, blocked major road links to CM House and Governor House.

The rights activists argued that the government had banned the ASWJ in February 2012 and yet it was allowed to stage a rally.

Mr Nasir said he had received 'threats' from the banned outfit, a claim categorically denied by the ASWJ front man.

"The ASWJ has publicly threatened the civil society members through its Twitter account," said Mr Nasir while speaking to Dawn. However,
nothing needs reforming like other people's bad habits...
the ASWJ front man said that "we threatened neither Mr Nasir nor any other civil society member".

"The ASWJ workers offered Asr and Maghrib prayers at the PIDC intersection," said ASWJ front man Umer Ma'awia.

"We actually staged a demonstration at the PIDC intersection to demand the revival of security arrangements for our leader, Aurangzeb Farooqi, which have been withdrawn by the Sindh government recently. We are very concerned about his security and would consider the government responsible for any threat he faces."

Kerry stresses to Iran foreign minister March nuclear deadline: US
[Al Ahram] Secretary of State John Kerry stressed to his Iranian counterpart Friday that the US aimed to meet a late March deadline for a deal reining in Iran's nuclear programme.

"This package will strengthen our actions to help restore peace and security in a region that is so close to us and that has been devastated by terrorism and violence for too long," Mogherini said.

"The murder of Jordanian pilot Maaz al-Kassasbeh just days ago is further proof that terrorism has no boundaries and that Moslems are the first victims of Da'esh," she said, using one of the names for the Islamic State jihadist group.

The EU said in a statement that it had agreed the the "first EU comprehensive strategy on tackling the crises in Syria and Iraq and the threat posed by Da'esh".

"It brings together ongoing and planned initiatives of the EU and its Member States and boosts their efficiency, with an additional 1 billion euros in funding for the next two years," the statement said.

Islamist violence in La Belle France and Belgium in recent weeks has stoked fears in the 28-nation about the risk from its citizens going to fight with IS in Syria and Iraq then returning to carry out terror attacks.

"We face common challenges and common threats. We share an interest with our friends and partners in the region to stand up to them in the most effective way, and this is what we are doing today," Mogherini added.

IS has seized swathes of territory in Syria and Iraq and last year declared a "caliphate" in areas under its control, imposing its brutal interpretation of Islam and committing widespread atrocities.

Jihadists have flocked to Syria since anti-government protests broke out in 2011 and escalated into a multi-sided civil war in which more than 200,000 people have died.

The radical group issued a list of names of the wanted Jordanian pilots.

IS issued a statement, of which ARA News received a copy, saying that the Shura Council of Islamic State approved the allocation of a financial award for each member able to kill or wound Jordanian pilots "to prevent them from flying or working within the Crusade coalition which targets Moslems in the Islamic State".

"The Islamic State group has allocated an amount of 100 golden dinars to everyone who can capture or kill a Jordanian pilot," the statement read.

According to the statement, the IS group has gained information about Jordanian pilots who carry out strikes against the group after interrogations with Moaz Kassasbeh ‐a Jordanian pilot who was executed by the IS Lions of Islam on Tuesday.

"We call on our Moslem brothers in Jordan to target those criminals who shed the blood of Moslems. Jordanian Moslems are invited to support the Islamic State against those traitors," the IS leadership said in the statement.

activist Rudi Ali told ARA News that the IS Lions of Islam used to slaughter their opponents or execute them on the ground, "but the case was different with the Jordanian pilot Moaz Kassasbeh, as he was barbarically burned to death".

The Islamic State's turbans referred to the reason of burning the pilot, saying: "Kassasbeh was accused of burning children of Syria and Iraq with missiles of the international coalition warplanes which attack Moslems.

ISIS uses prostitution networks

In the last weeks of 2014, the Moroccan and Spanish security authorities dismantled a cell specialised in recruiting women and sending them to ISIS. The cell was based in Barcelona and had extensions in Ceuta, Melilla and Fnideq.

The cell, comprising four women residing in Barcelona, targeted maidens of tender years in Morocco and sent them to Fnideq where they were ideologically indoctrinated before being sent to Syria to engage in "jihad annikah

Several reports around the world have sounded the alarm about the rising numbers of women who join ISIS to engage in jihad annikah. The phenomenon, which started as women joined their husbands who were fighting in Syria, has evolved and now includes more and more unmarried girls.

Recent field research conducted by the Moroccan-based Northern Observatory for Human Rights (ONERDH) confirmed the worrying trend. ONERDH Director Mohammed Benaissa told Magharebia that northern Morocco has had at least ten cases.

"As to the new generation of women who are joining ISIS, most of them are maidens of tender years who were recruited via social networking websites," he explained.

Benaissa noted that sheikhs of jihadi salafism have made the matter easy for those girls by issuing fatwas permitting marriage via Skype, and other fatwas allowing them to travel to Syria without a male companion.

The phenomenon of women travelling to Syria and Iraq has taken an alarming dimension in recent months, as their number is estimated between 300 and 500.

Mohammed Benhammou, president of the Moroccan Centre for Strategic Studies (CMES), said that the size of this phenomenon was much bigger.

"There is another dimension related to the travel of women to Syria and Iraq, and this is related to global prostitution networks that started to pay attention to the region after the war broke out in Syria," he said.

"In a report on transnational crime issued by CMES three years ago, we observed intensive activities by global prostitution networks towards Turkey and Jordan," he added.

Benhammou unveiled that prostitution networks exploited the desire of North African girls to immigrate to Europe and lured them to Turkey where many deceived maidens of tender years found themselves hostages to prostitution networks that sell their bodies to fighters in Syria.

ISIS has exploited this situation to penetrate prostitution networks and recruit women into the group as part of the jihad annikah, Benhammou said.

"ISIS has given hookers a package of financial and moral incentives, like a monthly salary, a chance to repent and get out of the circle of prohibition and erase their past by giving themselves over to jihad, and a possibility to continue with their profession under the pretext of marriage with the group fighters," he explained.

US moves pilot-rescue aircraft closer to battlefields
[Gulf News] The gruesome killing of a Jordanian pilot who had crashed in Daesh territory laid bare a problem of the US-led coalition -- there is no sure way to rescue an airman who is down behind enemy lines. Now, in response, the US has moved search-and-rescue aircraft closer to the battlefield, defence officials said on Thursday.

US pilots are flying missions over Syria daily from bases in the region, including from Qatar
...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates...

The risk of capture is unavoidable in air combat missions anywhere. The danger is arguably greater for pilots flying over Syria with no US troops nearby, even though Daesh has a very limited ability to shoot down planes.

The importance of finding the pilot before he is captured was highlighted by the video showing Daesh Death Eaters burning Jordanian Lt Muath Al Kasaesbeh alive in a cage.

The US has flown nearly 900 combat missions over Iraq since last August and more than 900 over Syria since September -- not to mention hundreds of reconnaissance and other support missions -- without a single loss. Coalition pilots have flown more than 350 air strike missions over Iraq and 80 or more over Syria, with Al Kasaeasbeh the only casualty so far.

Nonetheless, three defence officials said that in recent days the US has moved search-and-rescue aircraft into northern Iraq to shorten the response time in the event of another pilot loss. Al Kaseasbeh's plane went down in December and he was quickly captured by Daesh fighters before US rescue crews could reach him.

#6  To be fair, CSAR is difficult. My team lost an A-6 pilot we were in radio contact with, had a rescue-bird ETA 30 min and air cover hot inbound. The Iraqis showed up first. Still... bothers me.

But putting your CSAR assets hours away is criminal.

A draft text, drawn up by Russia, was distributed to the 15 member countries ahead of Friday closed-door discussions.

The resolution, completed after dialogue with the United States and Europe, draws largely on previous UN sanctions on organizations and individuals affiliated with al-Qaeda, particularly the freezing of assets and an arms embargo.

The council in August adopted a resolution to cut off sources of financing and the flow of imported muscle to Iraq and Syria, warning countries that do trade in oil with the Islamists they could face sanctions.

"These are already pretty robust, binding obligations and our goal was to expand and clarify and drill down what these obligations mean, how they apply in the context of oil smuggling particularly" a US official said, speaking on condition of anonymity

He added that the text should be adopted next week, but clarified that its enforcement would be difficult due to the multitude of intermediaries who deal with the jihadists.

"We hope these norms and provisions will have a real impact," he said.

One of the resolution's new provisions specifically prohibits the trafficking of art and antiquities from Syria, where IS controls a substantial swath of territory. A similar ban already applies to Iraq.
