SEATTLE (AP) — Seattle’s police chief says she is stepping down, a move made public the same day the City Council approved reducing the department by as many as 100 officers through layoffs and attrition.
Carmen Best, the city’s first Black police chief, said in a letter to the department that her retirement will be effective Sept. 2 and the mayor has appointed Deputy Chief Adrian Diaz as the interim chief, KING-TV reported Monday. Councilmembers had approved the cuts Monday.
"I am confident the department will make it through these difficult times," Best said in the letter. "You truly are the best police department in the country, and please trust me when I say, the vast majority of people in Seattle support you and appreciate you. ... I look forward to seeing how this department moves forward through the process of re-envisioning public safety. I relish the work that will be done by all of you."
In an email to police Mayor Jenny Durkan said she she accepted Best’s decision "with a very heavy heart."
"I regret deeply that she concluded that the best way to serve the city and help the department was a change in leadership, in the hope that would change the dynamics to move forward with the City Council," Durkan wrote.
Durkan and Best planned a Tuesday morning news conference.
The mayor picked Best in July of 2018 to lead the department. She had been serving as interim chief.
A military veteran, Best joined the department in 1992 and had worked in a wide variety of roles, including patrol, media relations, narcotics and operations and deputy chief.
Cuts to the department have been supported by demonstrators who have marched in the city following the police killing of George Floyd in Minneapolis but strongly opposed by Durkan and Best.
Measures that would cut less than $4 million of the department’s $400 million annual budget this year passed out of committee unanimously last week. On Monday, only council member Kshama Sawant voted against the budget package, saying it does not do enough to defund the police.
Seattle currently has about 1,400 police officers and the reductions fell far short of the 50% cut to the department that many Black Lives Matter protesters are seeking. Several council members on Monday said the changes were a starting point in a long process to reimagine policing and public safety.
The City Council also cut Best’s roughly $285,000 annual salary and the pay of other top police leaders, although the final cuts to Best’s salary were significantly more modest than those approved last week. The council plan also takes officers off a team that removes homeless camps.
"While we can’t do everything in this summer rebalancing package, we have set the path forward for tremendous work in front of us as a council and as a city," Council member Teresa Mosqueda said.
Durkan and Best had urged the council to slow down its discussions about police budgets, saying the issue could be taken up in earnest when the 2021 city budget is considered. They also said any layoffs would disproportionately target newer officers, often hired from Black and brown communities, and would inevitably lead to lawsuits.
Durkan has proposed cutting about $20 million from the police budget this year largely because of reduced revenues amid the COVID-19 pandemic. Last month, the mayor sketched out a plan to reduce the police budget by about $75 million next year by transferring parking enforcement officers, the 911 call center and other areas out of the department.
"It is unfortunate Council has refused to engage in a collaborative process to work with the mayor, Chief Best, and community members to develop a budget and policies that respond to community needs while accounting for — not just acknowledging — the significant labor and legal implications involved in transforming the Seattle Police Department," Durkan said in a statement after the vote.

As Finance Minister of Afghanistan between July 2002 and December 2004, he led Afghanistan's attempted economic recovery until the Karzais stole all the money... , former president Hamid Maybe I'll join the Taliban Karzai ...A product, and probably the sole product, of the Southern Alliance... , and other political figures also called on the Taliban for an immediate start to the intra-Afghan talks.
The members of the Loya Jirga in the resolution welcome and support the lasting peace with dignity to bring peace and stability to the country.
The resolution also states that if imported muscle are among the 400 Taliban prisoners "they must be handed over to their countries with valid guarantees."
It also said that the release of the remaining Taliban prisoners must come with the assurance that the direct talks between the government and the Taliban will start "without any excuses."
The resolution also called for an immediate and long-lasting ceasefire and called on the international community and the Unites States to implement their commitment regarding this.
The statement also said that the people and the government of Afghanistan must be assured that the released Taliban prisoners "will not return to war and their activity will be monitored."
The resolution urged the international community to cease direct and indirect intervention in Afghanistan’s affairs and to cease their support for terrorist groups.
They urged the Taliban and Afghan government to end the violence and conflict in the country and to solve the rifts through negotiations.
It also pointed out that the "Islamic values, the role of scholars, basic government institutions, democracy and the two-decade achievements of Afghanistan "must be preserved and strengthened."
The resolution also stated that the members of the Loya Jirga believe that women, as half of the body of society, should have a legal and political status and play a constructive role and participation in all stages of the process.
The Loya Jirga members also believe that the Constitution is a national guarantee which must be preserved, but, if necessary, it is possible to amend it, in accordance with the mechanism provided for within it, the resolution said.
The resolution mentioned that the Afghan cops are guardians of the national illusory sovereignty and territorial integrity of the country and must be "supported and strengthened."
According to government data, out of the 400 prisoners in question, 156 of them have been sentenced to death, 105 of them are accused of murder, 34 of them are accused of kidnapping that led to murder, 51 of them are accused of drug smuggling, 44 of them are on the blacklist of the Afghan government and its allies, 6 of them are accused of other crimes, 4 are accused of unspecified crimes.
The list of 5,000 prisoners was given to the Afghan government by the Taliban to be released ahead of intra-Afghan negotiations, which are now expected to be held in Doha.
So far, the government has released 4,600 of the prisoners on the Taliban list, and an additional 500 that were not on the Taliban list. These last 500 were freed during Eid in response to the Taliban’s announcement of a ceasefire.
[EN.ALGHADEER.TV] Tunisia prime minister-designate Hichem Mechichi said on Monday he will form a technocrat government without political parties, due to the disagreement between parties in the North Africa country.
Mechichi’s decision will likely put him in confrontation with the moderate Islamist Ennahda Party, the largest party in Parliament, which announced its rejection of a government without political parties.

NATO question: if the alliance defends its members against attackers, then doesn't that mean that NATO must respond as if Turkey is an enemy if they attack Greece?
Time to evac all US personnel and equipment from Turkey, especially the B61 nuclear bombs, before they become hostages. Move it all to Crete, Souda Bay Naval Base is already there, with US forces routinely interoperate there. Time to expand and make the presence permanent, and pull all that off Turkish soil. Plus its in a great strategic location in the Eastern Med.
