"Initial reports indicate the attack was committed by a member of the Afghan cops," Resolute Support says in a statement.
In the incident’s wake, Tadeen Khan ‐ a brother of Raziq and a member of the Afghan cops ‐ has been appointed acting provincial police chief, interior ministry deputy front man Nasrat Rahimi told AFP.
Rumors on Afghan social media networks that Resolute Support carried out the attack on Raziq were dismissed by Chief Executive Abdullah Abdullah ... the former foreign minister of the Northern Alliance government, advisor to Masood, and candidate for president against Karzai. Dr. Abdullah was born in Kabul and is half Tadjik and half Pashtun... on Monday, who blamed "the enemies of the Afghan people and their regional supporters" for the gossip.
"Such rumors are justifying the enemies’ atrocities," Abdullah ‐ Afghanistan’s equivalent of prime minister ‐ said in comments at a regular ministerial meeting that were broadcast on Afghan television.
A Czech soldier with the U.S.-led international military forces in Afghanistan was killed in an apparent insider attack in the western province of Herat, the third such incident in the past two months.
The soldier was the fourth Czech service member killed as part of the North Atlantic Treaty Organization mission to Afghanistan since the Central European country’s parliament approved a plan in June to nearly double its forces in Afghanistan to 390.
[ENGLISH.ALARABIYA.NET] Algerian authorities detained 17 people in Tissemsilt for their involvement in providing an al-Qaeda terror cell with information about the movement of police, gendarmerie and army.
"Within the context of fighting terrorism, (the authorities) locked away Book 'im, Mahmoud! 17 people who support terror groups in Tissemsilt on October 20," the ministry of defense said in a statement.
The daily Elibilad quoted security sources as saying that the arrests were made following investigations for weeks and after the authorities learnt from residents in the area that suspicious people were visiting the houses of some repentant terrorists.
According to sources, the statements of the two detainees helped detain the rest of the cell members. The rest of the cell members are being interrogated to know more about other members and the terrorist scheme that was being planned.

This comes amid recent reports that top army officials are supervising the monitoring of eastern borders and the execution of a new security plan that aims to prevent the infiltration of Algerian borders by Tunisian or Libyan gangs, prevent the violation of Algerian airspace and confront smuggling of weapons via the country’s borders.

[Al Jazeera] Authorities in Nigeria have deployed special police forces to northern Kaduna and declared a 24-hour curfew in the state's capital following communal violence that killed dozens of people.
President Muhammadu Buhari ordered the deployment on Sunday, as the regional government imposed the measure in Kaduna city after violence broke out on its streets.
The festivities followed violence that broke out on Thursday between Moslem and Christian communities in the Kasuwan Magani area of southern Kaduna which left at least 55 people dead.
"The violence in Kaduna ... is condemnable. The police have been authorised to do everything possible to restore calm. A Special Intervention Force has been deployed to the flashpoints," Buhari said on Twitter.
"The federal government and its law enforcement agencies will work with the state government and community leaders to ensure the full restoration of peace and security," Buhari said in another message.

"The terrorist group Jaish al-Adl (Army of Justice in Arabic) has posted two photos... claiming that those in it are the forces kidnapped" on October 16, ISNA said.
Jaish al-Adl, formed in 2012, is a successor to the Sunni Death Eater group Jundallah ..."Soldiers of God," a name used by two separate terror outfits, one active in Iran and the other in Pakistain. Both are Sunni organizations that target Shiites. The Pak version has close relations with al-Qaeda and the Pak Talibs and is probably a false nose and mustache for Lashkar-e-Jhangvi... (Soldiers of God) which has carried out a spate of attacks on Iranian security forces in recent years in the southeastern province of Sistan-Balochistan...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it... The photos show seven members of the elite Revolutionary Guards force and five police commandos, all in combat gear, according to state news agency IRNA.
The Iranians, including intelligence offices, were kidnapped near Lulakdan, a village 150 kilometres (90 miles) southeast of Zahedan, capital of Sistan-Balochistan.
They were "made unconscious" by a "single infiltrator" and then kidnapped and taken to bases inside Pakistain, said Guards commander Major General Mohammad Ali Jafari, quoted by IRNA.
The photos also show a haul of automatic weapons and sniper rifles, rocket launchers, machine-guns, grenades and ammunition, apparently seized from the Iranian forces.
Sistan-Balochistan has long been a flashpoint, with Pakistain-based Baluchi separatists and snuffies carrying out regular cross-border raids against Iran.
The province has a large, mainly Sunni Moslem ethnic Baluchi community which straddles the border.
A delegation led by the Guards’ ground forces commander Mohammad Pakpour visited Pakistain on Monday to follow up on efforts to free the Iranians, the force said on its website.

[IsraelTimes] Hamas, a regional Iranian catspaw, appears to be scaling back mass protests along the Gazoo-Israel frontier as Egypt renews its efforts to broker a cease-fire.
Only a few hundred people joined a beach demonstration near the perimeter fence in northern Gazoo on Monday ‐ a much smaller turnout than previous weeks. The Hamas-run Health Ministry said 20 protesters were maimed by Israeli fire.
The march took place as Egyptian mediators were in Gazoo for cease-fire talks.
For the first time in months, there were no deaths during last Friday’s weekly protest. More than 100 Paleostinians were reported maimed in violent festivities on as thousands protested close to the fence, burning tires and throwing rocks at Israeli military positions along the Gazoo border. However, there's more than one way to skin a cat... Israeli defense officials said it was the quietest protest since the "March of Return" events began earlier this year.
The protests intensified in recent weeks, moving from weekly to daily affairs, as Hamas sought to pressure Israel into a deal. The past few days have seen a reduction in violence along the border as mediators have made efforts to return the calm.
Hadashot TV news reported Friday that Israeli officials believe Hamas has changed its policies regarding the festivities and is working toward curbing violence at the rallies.
Jerusalem believes the terror group is moderating the demonstrations in order to allow Egyptian mediators a chance to strike a deal between Hamas and Israel for a long-term truce, the report said.

While Israel believes such an accord would likely lead the Paleostinian Authority to further cut funds to Gazoo, it may retaliate by deducting any cuts from tax revenues it transfers annually to the PA.
Kan noted that ministers are aware the deal would boost Qatar’s regional influence while providing Hamas with a significant diplomatic achievement as it circumvents the PA while coordinating with the UN.

In a statement, the military said the incident occurred near the biblical Cave of the Patriarchs, revered by Moslems as the Ibrahimi mosque, in the city of Hebron.
The soldier was slightly maimed in the attack and opened fire, along with other soldiers, at the assailant, killing him, according to the military.
Paleostinians began a wave of knife and car-ramming attacks in the West Bank and in Israel in 2015, after peace talks with Israel collapsed. Such incidents have become more sporadic.

HTS reportedly uncovered a new Islamic State sleeper cell, today, while combing through the large town of Saraqib in the northeastern countryside of Idlib.
According to opposition activists in the Idlib province, Hay’at Tahrir al-Sham confiscated a large quantity of bombs and boom belts inside the Islamic State sleeper cell.
Hay’at Tahrir al-Sham has now dismantled at least two major Islamic State sleeper cells inside the Idlib Governorate over last seven days.
The Islamic State has been wrecking havoc on the Idlib Governorate since their major territorial losses across Syria.
In order to minimize the Islamic State threat in Idlib, HTS and their rebel allies have been conducting security operations to identify and destroy these sleeper cells.

According to a military report from the Homs province, the Syrian forces uncovered this large cache of artifacts while combing through a building that was site of the Islamic State’s old headquarters inside the city of Palmyra.
The Syrian forces said that the artifacts were wrapped up by the Islamic State to be smuggled out of Palmyra before they lost the historical city to the military.
The Islamic State first captured Palmyra in the Summer of 2015; they would concede the city to the Syrian Arab Army a year later after Russian intervention inside Syria.
ISIS would retake Palmyra for a short period of time in 2016 before the Syrian Arab Army launched a major offensive in east Homs to expel the terrorist group once and for all.

[AlMasdar] The Kurdish-led People’s Protection Units (YPG) continued their campaign against the Ottoman Turkish military and their rebel allies in the Afrin region of northwest Aleppo this past weekend..
According to the official media wing of the YPG, their fighters carried out a new ambush against the Ottoman Turkish-backed rebels inside the Bilbile District of Afrin.
"Within the scope of the second phase of the resistance against the Ottoman Turkish invasion army and its terrorist allies in Afrin, our forces carried out an operation against the mercenary allies of the occupying Ottoman Turkish army in Afrin’s Bilbile district," the YPG’s statement began.
"On October 18th, our units carried out an operation against the Ottoman Turkish-backed terrorist group Ahrar al-Sharqiya in the village of Qastal Khadriya in Bilbile district. As a result, two of the terrorists, namely Sulayman al-Muhammad and Muhammad Mahran, were killed," they added.

[AlMasdar] (11:00 A.M.) – The so-called “Islamic State” came under heavy attack last night as the U.S.-backed Syrian Democratic Forces (SDF) launched a powerful assault along the eastern bank of the Euphrates River near the key city of Albukamal.
Backed by heavy artillery from their French and U.S. partners, the Syrian Democratic Forces began their assault by pushing north of the Iraqi border with southeast Deir Ezzor.
Not long after they launched their assault, the Syrian Democratic Forces managed to score a new advance against the Islamic State, forcing them to retreat northwest of the Al-Shajilah area.
With the Islamic State on the run, the Syrian Democratic Forces took the opportunity to full secure the Baghouz Al-Fouqani area, while also pushing further north in a bid to reach the Safiqnah region of the Euphrates River Valley.
The Syrian Democratic Forces are currently involved in a fierce battle with the Islamic State terrorists just south of the Safiqnah region.
[AlMasdar] (2:40 P.M.) – The U.S.-backed Syrian Democratic Forces (SDF) sent a large number of reinforcements to the eastern countryside of the Deir Ezzor Governorate this morning, a source told Al-Masdar News.
According to the source, the Syrian Democratic Forces sent reinforcements to the strategic Konoko Oil Field, which is located along the eastern bank of the Euphrates River.
The source did not specify why the SDF sent reinforcements to the Konoko Oil Field; however, it is likely due to the proximity of this site to the Syrian Arab Army’s (SAA) lines.
While the Syrian Army and SDF haven’t clashed at this site, the former has demanded the latter hand over the Konoko Oil Field, along with the nearby Al-‘Umar Oil Field.
These two fields were major producers of oil in eastern Syria before they were lost during the first years of the war.
[AlMasdar] Tens of former rebels have settled their legal cases with the Syrian government in the al-Quneitra Governorate, the Syrian Arab News Agency (SANA) reported on Monday.
Citing the head of the local reconciliation committee in Quneitra, SANA reported that the former rebels handed over their heavy weapons in order to settle their cases and reconcile with the government.
Furthermore, the SANA report said that the reconciliation committees in Quneitra and Damascus are still working in several villages to settle the legal cases of former rebels.
SANA’s news hound said that the authorities in Quneitra are settling the legal status of those who dodged compulsory or reserve military services.
The legislative decree No. 18 for 2018 granted a general amnesty to military deserters inside and outside the country and to those who crimes were included in the Military Penal Code.

[Wash Times] A report from Iranian dissidents shows how the hard-line Islamic regime places terrorist operatives abroad under the cover of diplomacy.
From Austria to Albania to Iraq, an expansionist Iran has turned embassies into terrorism planning sites to meddle in host governments and hunt down the opposition, according to the report by the National Council of Resistance of Iran. The coalition includes the activist chapter known as MEK, which operates far-flung spy networks in Iran.
The report, "Iran Doubles Down on Terror and Turmoil," presents a big-picture assessment of Iran’s foreign interventions in Iraq, Syria, Lebanon and Yemen, and its terrorism-sponsored plots in Europe.
"The mullahs’ regime has funneled billions of dollars to finance its belligerent war agenda in the Middle East while the majority of Iran’s people are living in poverty," the report states. "As the regime’s officials have conceded, if the regime fails to inflame wars outside Iran’s borders, it would have to fight for survival within Iran’s borders. This is because external conflicts draw attention away from domestic crises."
The National Council’s 57-page report contains the tale of ruling Muslim mullahs on the march, unleashing abroad a number of state organs and paid militiamen to wage war. They include: the Islamic Revolutionary Guard Corps, Iran’s dominant security apparatus; the Quds Force, a committed band of paramilitary foreign provocateurs; the Ministry of Intelligence and Security (MOIS) and its operations arm, the Organization for Foreign Intelligence and Movements (OFIM).

[An Nahar] A man who was trafficking Syrians from and into Leb was killed Monday in the West Bekaa border town of Sawiri in a clash with security forces.
"A. Sh., aka Abu Rameh, was killed at dawn in the town of Sawiri in a clash with a patrol from the Internal Security Forces Intelligence Branch that was trying to arrest him," the National News Agency reported.
A member of the patrol was lightly injured in the incident, NNA added.
The slain man had been placed in durance vile Please don't kill me! several times in the past, the agency noted.

[ENGLISH.ALARABIYA.NET] The Israeli army Monday accused the Lebanese hard boy group Hezbollah of setting up a new observation point in south Leb near the border under the guise of an environmental NGO.
A senior military officer charged that the position, near the Shiite village of Aadaysit and the Israeli kibbutz of Misgav Am, was a violation of UN Resolution 1701 prohibiting Hezbollah military activity in the area.
The observation post joins five other exposed last year by Israel, the officer said, all allegedly under the cover of "Green Without Borders".
"This NGO isn’t concerned with planting trees, it’s a front" for Hezbollah to monitor the Israeli army and civilians nearby, the officer told news hounds in a briefing.
Israel has relayed its concerns to UNIFIL, the United Nations ...where theory meets practice and practice loses... peacekeeping mission in Leb, and asked them to visit the positions, but according to the officer, "they haven’t done so".
The position contains "military equipment and infrastructure, binoculars, high end cameras", the officer said. "This is a breach of 1701."
A month-long war in 2006 between Israel and the Hezbollah movement killed more than 1,200 Lebanese, mostly civilians, and more than 160 Israelis, mostly soldiers.
Resolution 1701 was adopted to end the war, calling for full respect of the "Blue Line", the UN-demarcated frontier between Leb and the Jewish state.
Israel has vowed to prevent what it says are efforts by its arch foe, Iran, to transfer advanced arms to Hezbollah in Leb.
