[NOLA] A pedicab passenger inexplicably shot a New Orleans police officer in the face in the French Quarter on Friday afternoon, just as revelers began arriving to celebrate Halloween weekend.
The officer was maimed at about 4:25 p.m. while in his patrol vehicle near St. Philip and Royal streets. Other officers took him to a hospital rather than wait for paramedics, and police arrested the alleged gunman within minutes, Police Superintendent Shaun Ferguson said.
Ferguson said the officer was in serious but stable condition after being shot under his left eye. The bullet was lodged in the officer's skull, but the four-year veteran, whose name was not immediately released, was responsive as he walked into the hospital holding his cheek, Ferguson said.
A second officer, a 16-year veteran, was maimed by glass shards in the shooting, from a shattered window on the cruiser.
"Two of our officers were ambushed," said Ferguson, who said officers confiscated a gun that they think was used in the shooting. "This is a dark day."
Ferguson said the suspect, who had a gun holster on him, appeared to be experiencing some type of medical episode when he was captured. He said the man was taken to a hospital for evaluation, and he made clear that the arresting officers did not use any physical force on the suspect.
"I want to commend those officers for maintaining professionalism," Ferguson said.
Ferguson did not identify the suspect or specify what charges he would face. Friday night, a law enforcement source identified the suspect as Donnell Linwood Hansel, 45.
A woman who asked that her name not be published said she saw the suspected shooter flailing, screaming and trying to bite first responders who were loading him into an ambulance after his arrest.
An unknown black male later identified to me by a law enforcement source as Donnell Hassell II from Augusta, Georgia, opens fire from the back of a pedicab as it crosses the intersection in front of the fully-marked New Orleans police unit.
Sources told me that he plainly smelled of marijuana and then began “acting funny and we thought faking a seizure.” He was later transported to University Medical Center where he was later intubated. The same source stated he was suffering from symptoms that are consistent with excited delirium (https://en.wikipedia.org/wiki/Excited_delirium). At the time of writing this article he remains under a guard detail.
Sources further told me, “He has disabled vet plates on his bike … he [may be] with Psi Delta Tau military fraternity and somehow made a motorcycle club out of it, not positive yet though.”

"We turned to defensive position and they (Taliban) become more rebellion. We should divert to offensive status," said military analyst Mirza Mohammad Yarmand.
The Taliban has rejected their involvement in civilian casualties. The group has said that they are only targeting the government forces in their offensives.
Taliban front man Zabihullah Mujahid said the prisoners release was part of the US-Taliban peace agreement and that no condition was set there to reduce attacks on the Afghan government forces.

Parts of the Arghandab district in Kandahar and Dehraood district in Uruzgan have fallen to the bad boys, local officials said, adding that the festivities have displaced "thousands" of people.
The police chief of Dehraood, Jan Mohammad Karimi, said the district will fall to Lions of Islam if they don’t receive help from the government.
"The situation will be out of our control if there isn’t an urgent action," said Karimi.
"The Dehraood district is on the verge of collapse," a resident of the district, Mohammad Saeed, said. "People have been displaced. Ways to the district have been closed."
The Taliban has claimed that they have captured some areas in their attacks on Arghandab district in Kandahar. Local officials said operations are underway in the district. Also, they reported festivities in Panjwai district in Kandahar.
According to Kandahar Police Chief Tadin Khan, at least 70 Taliban fighters have been killed and maimed in festivities with Afghan forces in the province.
"The security and defense forces conducted operations in Zherai and Arghandab districts against anti-government armed Lions of Islam and the operations have been successful," said Kandahar police front man Jamal Barikzai.
The Helmand festivities started a month ago in which the Taliban attacked the outskirts of Lashkargah city as well as parts of Nad Ali and Nawa districts. The festivities are still underway in the PD4 of Lashkargah city, according to local officials.
Security officials said their operations continue with a slow pace to protect civilians.
Over 5,000 families have been displaced due to the ongoing festivities in Helmand, according to the provincial office of refugees and repatriation.
The officials added that some areas fallen to the Taliban in Nad Ali and Nawa districts have been retaken by government forces where the troops have established new outposts.
"Large-scale operations have been conducted in Chah Anjir and Nawa regions. You will soon witness progress and the people will be back to their normal life," Helmand Police Chief Gen. Khalil-Ur-Rahman said.
This comes as the Ministry of Interior Affairs on Saturday said the Taliban has conducted at least 2,000 attacks in the last 50 days.
The ministry said that 261 non-combatants were killed and 602 more were maimed in the Taliban attacks in the same period.
Taliban has not commented on the statement by the Ministry of Interior Affairs.
According to figures by the Defense Ministry, the Taliban launched offensives on security outposts in 28 provinces on Thursday and Friday.
The increase in violence comes amidst the ongoing peace negotiations in Doha that have faced delay due to disputed points on the ground rules for the talks.

[APNEWS] A Greek Orthodox priest was shot Saturday while he was closing his church in the French city of Lyon, and authorities locked down part of the city to hunt for the assailant, authorities said.
The priest, a Greek citizen, is in a local hospital with life-threatening injuries after being shot twice in the abdomen, a police official told The News Agency that Dare Not be Named. The attacker was alone and fired from a hunting rifle, said the official, who was not authorized to be publicly named.
Police cordoned off the largely residential neighborhood around the church and warned the public on social networks to stay away. Israeli troops opened fire on a Paleostinian car overnight Thursday-Friday after a homemade bomb was thrown from the vehicle at a junction manned by soldiers in the central West Bank, the army said.
A statement from the Israel Defense Forces said soldiers responded after the "improvised bomb" was thrown from the speeding car.
"The soldiers blocked the road to stop the terrorist cell. The car accelerated in their direction and the fighters responded by firing at the terrorists," a statement from the Israel Defense Forces said, adding that the car was hit by bullets.
There were no reports of Israeli injuries.
Paleostinian media reported that three people in the car were maimed during the incident, which took place near the West Bank city of Jenin.
The Kan public broadcaster said the three were aged 15 and 16. One of them was said to be at death's door with the other two moderately maimed from shrapnel.
Ynet news site reported that one of those injured in the incident was the son of Zakaria Zubeidi, a former Paleostinian terrorist leader charged with carrying out attacks against Israelis dating back over a decade.
Zubeidi, a 43-year-old former commander for Fatah’s military wing, has been indicted on 24 counts for his role in a number of shooting and bombing attacks starting in 2003.
During the Second Intifada, which broke out in 2000, Zubeidi served as the commander in the Jenin region of Fatah’s military wing, the al-Aqsa Martyrs’ Brigades. He was also suspected of being one of the chief architects of several terror attacks during that time period.
The incident comes after a Paleostinian man was killed in the West Bank on Sunday, with Paleostinians claiming that the 18-year-old was shot by Israeli troops, and Israel saying he fatally injured himself while running away after throwing rocks.
The man was named as Amer Snobar, from the town of Yatma, south of Nablus.
According to the Paleostinian Authority Health Ministry, he was shot by Israeli troops while driving his car near Turmus Aya, and then beaten by troops with the butts of their rifles.
He was taken to a hospital in Ramallah, where doctors declared him dead, the Health Ministry said.
Pictures published by Paleostinian outlets showed a car next to what appeared to be drops of blood. No damage from gunfire could be clearly seen on the car.
The Israel Defense Forces denied opening fire at the man, and said in a statement that his death was the result of a self-sustained injury.
The military said a preliminary probe indicated that Snobar and another young man had been throwing rocks toward an Israeli vehicle on a nearby road, and IDF soldiers arrived and started searching for suspects.
[THEBAGHDADPOST] A human rights group has revealed that Iranian authorities on Thursday executed at least four Kurdish prisoners.
The death penalties of the four Kurdish inmates were implemented on Thursday morning at Urmia's central prison, Hengaw Organization for Human Rights said in a report.
They were identified as Yasir Mohammedi, Zainall Abiding Mohammedi, Ali Malaki Morteza Heidary, and Mosa Nemani, three of whom had been accused of killing five people.
Hengaw agency also revealed that Ali Malaki had attempted to commit suicide with a pointed tool a day before he was executed.
