Egypt’s Al-Sisi calls for partial lifting of arms embargo on ‘Libyan army’
[LIBYANEXPRESS] Egyptian President Abdel-Fattah al-Sissi on Tuesday called for lifting the seven-year-long UN arms embargo on the "Libyan army."

Al-Sisi issued his appeal at a gathering of foreign media figures held on the sidelines of the World Youth Forum now underway in the Egyptian city of Sharm el-Sheikh, according to Egypt’s official MENA news agency.

"We demand that the [UN] embargo on arming the Libyan army be lifted, even partially, to allow it to strengthen its capabilities," al-Sissi said.

He went on to assert that non-state "armed militias" should play no role in ensuring the region’s security.

"We support the Libyan army as the national army authorized to maintain order and security," he said.

"The continuation of Libya’s current situation will only attract terrorist elements, which will ultimately serve to threaten Libya’s neighbors," he added.

Egypt’s Sisi says army will defend Gulf Arabs in case of direct threat

Cameroon: Biya Sworn In, Challenger Arrested - Report

has been sworn into serve his seventh consecutive term as the head of state. This comes after he was declared winner of the presidential elections held on the 7th of October. According to official result by the electoral body ELECAM, Biya won with 71% of the votes.

Opposition parties have however rejected the results citing irregularities and massive fraud in some regions. Cabral Libii who represented the political party LE UNIVER has joined Maurice Kamto for the Movement Pour la Renaissance du Cameroun (MRC) in calling for a vote recount.

The restive North West and South West regions are showing little interest in the whole process and it might be an indication that the next seven years will be tumultuous for the newly-elected president.

Senior British Islamophobe escapes terror charges
[PRESSTV] Prosecutors in Britannia have decided to downplay threats posed by a senior Islamophobic figure who touted attacks against Moslems and immigrants colonists, saying evidence against the man, who allegedly built bombs in his home for a planned attack on Moslems, was "insufficient" to charge him with terror-related offences.

The Independent newspaper said in a report on its website on Tuesday that Matthew Glynn, 37, had not been charged with terror offences because the prosecution did not allege that Glynn was planning to use the homemade bombs in an attack.

However,
the man who has no enemies isn't anybody and has never done anything...
there has been sufficient evidence from Glynn’s activity online suggesting that he was in fact planning a fatal attack on Moslems, especially in Bristol, where he lives.

The independent said Glynn’s Facebook posts had indicated anti-Moslem and extreme right-wing views while he shared numerous videos from the anti-Islam Britannia First, an bad boy group which is now banned and its leaders have been tossed in the clink

White suspects accounted for 38 per cent of terror-related arrests, followed by those of Asian appearance on 37 per cent and black suspects on 9 per cent in the year to June.

The demographics of terrorists in prison, where Islamists make up the majority, is also changing, as the number of far-right extremists jailed rises.

France says $97 million paid to victims of 2015 terror attacks
[IsraelTimes] Additional $245 million in compensation expected to be distributed over Gay Paree carnage, in which jacket wallahs and button men killed 130 people

Victims and relatives of the 130 people killed by jihadist attackers in and around Gay Paree in November 2015 have received 85 million euros ($97 million) in compensation to date, the fund managing the payments said Tuesday.

The forces of Evil targeted the Stade de La Belle France stadium with suicide bombs, while button men also stormed the Bataclan theater and targeted patrons at cafes and restaurants in eastern Gay Paree on November 13, 2015.

The forces of Evil killed 130 people and injured hundreds more. As of November 1, 2,625 people have lodged claims and received payouts over lost relatives or injuries or trauma suffered during the terror attacks at the football stadium and the Bataclan.

Of those, 856 cases have been fully settled, meaning their physical or psychological health has "stabilized," Julien Rencki, head of the FGTI compensation fund for terror victims, said at a presser Tuesday.

In total, the fund expects to pay compensation of some 300 million euros ($342 million), after 70 new claims were filed since January, "two and a half years after the November 13 attacks," Rencki said.

The fund has also had to deal with a number of false claims over the attacks by people falsely claiming to be victims.

Last month, a 33-year-old woman who lied about being injured by gunfire at one of the bars was sentenced to six months in jail.

Rencki said the fund also expected to pay out 200-250 million euros ($228-285 million) for victims of the Bastille Day in the southern French city of Nice in July 2016, when a jihadist attacker ploughed his truck into a crowd of thousands, killing 86 people.

"US sanctions on Iran are wrong. For us, they are steps aimed at unbalancing the world; we don't want to live in an imperialist world," Erdogan told news hounds on Tuesday after addressing ruling party MPs at the parliament in the capital, Ankara.

His comments come after Washington this week imposed a second set of sanctions on Iran that aim to isolate the country's banking sector and slash its oil exports.

ISOLATING IRAN IS DANGEROUS
Foreign Minister Mevlut Cavusoglu also warned Washington against the reimposition of sanctions on Iran, saying isolating the country is "dangerous".

"While we were asking [for] an exemption from the United States, we have also been very frank with them that cornering Iran is not wise. Isolating Iran is dangerous and punishing the Iranian people is not fair," he said at a presser during a trip to Japan.

"Turkey is against sanctions, we don't believe any results can be achieved through the sanctions," he added.

"I think instead of sanctions, meaningful dialogue and engagement is much more useful."

Cavusoglu had earlier conveyed the same message last July to a delegation of US officials, stressing that Turkey would not abide by anti-Iran sanctions since Iran is an important neighbour and partner.

"We buy oil from Iran and we purchase it in proper conditions. What is the other option?" Cavusoglu said.

Washington has imposed two sets of sanctions this year after pulling out of the landmark 2015 nuclear pact agreed between world powers and Iran that President Donald Trump

US offers up to $5 mln reward for information on PKK members

has been infuriated by US support for the Syrian Kurdish YPG militia in the fight against ISIS in Syria. Ankara considers the YPG an extension of the outlawed PKK and, like it, a terrorist organization.

On Tuesday, Washington authorized rewards of up to $5 million for information "leading to the identification or location" of Murat Karayilan, up to $4 million for Cemil Bayik and up to $3 million for Duran Kalkan.

The announcement was made by the US Embassy in Ankara following a visit by US Deputy Assistant Secretary of State Matthew Palmer.

The three PKK figures also appear on Turkey’s "most wanted terrorists" list, according to the Interior Ministry, which describes them as being among the leaders of the organization.

The PKK, designated a terrorist organization by Turkey, the United States and the European Union

Relations between Turkey and the United States have begun to thaw since the release from jail last month of American evangelical pastor Andrew Brunson.

Last week, the two countries mutually lifted sanctions on government officials, imposed in August over the Brunson case. Washington announced this week that Turkey would receive a temporary waiver from re-imposed sanctions on Iran.

President Tayyip Erdogan also said on Tuesday that talks with the United States regarding state-owned lender Halkbank, which had been facing a US fine over allegations of evasion of sanctions on Iran, were on a positive track.

US and Ottoman Turkish troops last week began conducting joint patrols in Syria’s Manbij, which the two sides have agreed to clear of murderous Moslems. Turkey had previously said the United States was delaying implementation of the plan.

Trump and Erdogan are to meet this weekend at a summit in Gay Paree.

'Threats' to Dutch Envoy in Pakistan over Wilders Tweets
[AnNahar] The Netherlands said Tuesday that its ambassador to Pakistain has faced "threats", reportedly from Islamists angry over anti-Islam tweets by the far-right politician Geert Wilders.

Wilders in August called off a planned Prophet Mohammed cartoon competition that stirred anger in Pakistain, but the MP has since posted several such images on Twitter.

"We are dealing with threats to the ambassador's address," a Dutch foreign ministry front man told AFP.

"We take the security of the embassy very seriously, and that is also the subject of consultations between the Netherlands and Pakistain. For security reasons, I cannot make any further comment."

Pakistain's interior ministry last month wrote a secret memo on plans to "target" the Dutch ambassador by the hardline Islamist Tehrik-e-Labaik Pakistain party (TLP), media from both countries reported.

The TLP, founded in 2015, led protests in August calling for Pakistain to sever diplomatic relations with The Netherlands over the Wilders cartoon contest.

"It has been reported that elements associated with Tehrik-e-Labaik Pakistain (TLP) are planning to target (the) Dutch ambassador... to seek Dire Revenge for uploading of blasphemous caricatures by Geert Wilders, Dutch parliamentarian, on his personal Twitter account," the memo said.

The Pak interior ministry and Dutch embassy declined to comment.

The TLP denied making any threats.

"Attacking somebody is not a policy of Tehrik-e-Labaik. We are a peaceful movement," TLP front man Pir Ijaz Ashrafi told AFP.

However,

he said the group "demand the Dutch government expel Wilders from their parliament and if they don't do so, the government of Pakistain should dismiss the Dutch ambassador from Pakistain."

More recently, the TLP has led demonstrations against a Pakistain court ruling saving Christian woman Asia Bibi from death row where she had been languishing on blasphemy charges.

Bibi's lawyer, Saif-ul-Malook, fled to The Netherlands at the weekend saying there had been threats to his life -- although on Monday he said the U.N. and EU had made him leave Pakistain.

Separately, a body representing 144 Ottoman Turkish mosques in the Netherlands has asked Twitter to block Wilders' account for inciting hatred, it emerged on Monday.

JUI-S seeks exemplary punishment for Sami’s killers

Fazl is active in Pak politix and Sami spends more time running his madrassah. Both branches sponsor branches of the Taliban, though with plausible deniability...

They announced that Maulana Hamidul Haq, the elder son of Maulana Samiul Haq, was appointed acting chief of JUI-S. They said that JUI-S would continue its struggle for implementation of Islamic system in the country.

They said that general body meeting of the party would be held on November 11 and 12 in Lahore to chalk out future line of action. They said that protest against the murder of Maulana Samiul Haq would be held on Friday next.

The JUI-S leaders said that other religious parties would be invited to take part in the protest. They said that JUI-S was waiting for the outcome of investigation into the murder of Maulana Samiul Haq. They said that they would chalk out a joint strategy with other religious parties if found any laxity in the investigation.

The JUI-S leaders said that Maulana Samiul Haq was killed by the enemies of Pakistain as they wanted to create law and order situation in the country.

Speaking on the occasion, Hamidul Haq Haqqani said that they would continue the mission of Maulana Samiul Haq. He said that they would try to bring his killers to justice.

He said that Maulana was targeted by anti-Islam elements. He said that some anti-Islam powers were making propaganda against Maulana Samiul Haq. He added that they would disclose facts and trace the people involved in the killing of Maulana Samiul Haq.

In Senate, opposition parties criticise government for not being forceful enough in dealing with TLP
[DAWN] The Senate convened on Tuesday under the chairmanship of Chairman Sadiq Sanjrani to debate the law and order situation after the Supreme Court's acquittal of Aasia Bibi in the blasphemy case against her.

Before the debate formally began, Minister of IT Khalid Maqbool Siddiqui filed a motion to withdraw proposed amendments to the Prevention of Electronic Crimes Act on behalf of the government, which was approved by the house.

The minister argued that the bill had been authored on the directives of deposed Islamabad High Court judge Shaukat Aziz Siddiqui and it was therefore proper that the government re-examine it.

Right after, the opposition pushed for a debate on Tehrik-e-Labbaik Pakistain's (TLP) nationwide protests.

"We do not want the state and Constitution to be sullied like this," the PPP's Parliamentary Leader, Senator Sherry Rehman said.

"The entire nation was at a standstill for three days. If we start to examine [what happened], they [the government] will say 'This was also done before; the state entered a similar agreement last year as well," she continued.

"[But] what happened this time is a grave tragedy. We are not here to taunt and challenge the government ‐ enough of that was done on the streets for [those] three days.

"[But] Our army chief was called out by name. The judiciary, the state and the army were dragged [into the mess]: what kind of message is being sent with these actions?" she asked.

"The government was all talk and no action. This was the first time we've heard the state challenged like this. How can this challenge be ignored?"

Court to decide whether Aasia Bibi will be placed on ECL, says religious affairs minister
[DAWN] Federal Minister for Religious Affairs and Interfaith Harmony Noorul Haq Qadri while speaking to the media on Tuesday said that the court would decide on the matter of placing Aasia Bibi's name on the Exit Control List (ECL).

The government and Tehrik-e-Labbaik Pakistain (TLP) had on Friday reached an agreement after which the latter ended its three-day-long nationwide protests against the Supreme Court's acquittal last week of Asia Bibi who had been sentenced to death in 2010 for blasphemy.

One of the points both parties agreed on was that the government would "initiate the legal process" to place Aasia Bibi's name on the no-fly list.

When asked whether her name had been placed on the ECL, Qadri said: "If you read the agreement, you'll see it says that legal process will be undertaken to place her on the ECL."

"When there are cases in the Supreme Court and high court, the court itself says that so-and-so should be placed on the ECL. So we will follow that process."

"The TLP also said that some miscreants used their platform to damage public property and had behaved inappropriately. The state will take action against them," he added.

"We stand by the agreement, and it will be acted upon," Qadri asserted.

When asked whether the TLP would be banned, the minister said that there was no plan to ban the TLP.

"However,
denial ain't just a river in Egypt...
if someone's intentions or designs are in conflict with the national narrative and policies, then hopefully steps will be taken against them," he replied.

Qadri said that the role of the state and the government is like that of a mother, and the government's first responsibility is to restore peace.

The minister said that the government was formulating strategies in anticipation of similar situations in the future.

CJP takes notice of 'huge losses of lives, property' in riots following Aasia Bibi verdict
[DAWN] Chief Justice of Pakistain Mian Saqib Nisar on Tuesday took notice of the "loss of lives and property caused to the general public" in riots that followed the court's acquittal of Aasia Bibi last week.

On October 31, the SC had acquitted Aasia Bibi ‐ a Christian woman previously condemned to death on blasphemy charges ‐ after accepting her appeal against her sentence.

The top court's decision had angered reliogiopolitical parties, including the Tehrik-e-Labbaik Pakistain (TLP), which had taken to the streets and staged violent sit-ins and protests across the country.

The protests had at times escalated into riots, with protesters setting vehicles on fire and on one occasion even pillaging the push cart of a child selling bananas.

The chief justice, according to SC spokesperson, today took notice of the "losses of property and lives caused to general public" with the intent to "compensate the victims who lost their valuables or properties during the tragic incidents".

The notice, the court added, was taken on media reports that significant losses were caused to the general public in the wake of the apex court's verdict in the Aasia Bibi case.

Furthermore, the chief justice has directed the federal and provincial governments to furnish within three days their reports detailing the estimated losses.

UN Security Council extends sanctions on Libya with inclusion of sexual crimes
[LIBYANEXPRESS] The U.N. Security Council has authorized action against illicit oil exports from Libya for another six months and added planning and committing sexual and gender-based violence as reasons for sanctions, despite objections from Russia and China.

Monday’s vote in the U.N.’s most powerful body was 13-0, with Russia and China abstaining.

The Netherlands and Sweden pushed for including "planning, directing or committing acts involving sexual and gender-based violence" as criteria for sanctions, citing the increasingly worrying problem in Libya especially against migrants colonists trying to reach Europe.

Russia’s U.N. Ambassador Vassily Nebenzia said Moscow objected to sexual and gender-based violence being included in a resolution dealing with threats to international peace and security, saying those issues are considered at the Human Rights Council and the Commission on the Status of Women.

Russian Ambassador Vassily Nebenzia accused the Netherlands and Sweden, which pushed for the new sanctions criteria, of trying to score political points at home.

"This is populism distilled in its purest form," Nebenzia told the council, who noted that preventing sex crimes in Sweden and the Netherlands "is the remit of the national governments."

"Sexual and gender-based violence are part of crime in any specific country," said the ambassador, adding that the council should focus on threats to international security.

The council has added sexual violence as a criteria for sanctions in recent resolutions on the Central African Republic and South Sudan.

‘Deceptive quiet’: Shin Bet chief says 480 terror attacks foiled in past year
[IsraelTimes] Nadav Argaman tells politicians that Paleostinian territories are ’extremely unstable’

Nadav Argaman, the director of the Shin Bet security service, warned politicians Tuesday of growing instability in the West Bank, saying the relative calm in the Paleostinian territory was a "deceptive quiet."

Addressing the Knesset’s Foreign Affairs and Defense Committee, Argaman said the Gazoo Strip and West Bank had become "extremely unstable" over the last year, and told politicians his agency had foiled hundreds of attacks in that time.

In Gazoo, Argaman said Israel was perpetually stuck between "waging a military operation on one hand while trying to stabilize the humanitarian situation on the other."

But in the West Bank, he told the committee, the "reality is much more complex."

"On the surface it appears as if there’s relative calm, but this quiet is deceptive, because beneath the surface tensions are increasingly simmering."

The Shin Bet chief said his agency had thwarted 480 terrorist attacks in the last year, tossed in the calaboose

The report did not specify when the meeting took place, but said it came amid a series of meetings Argaman held with senior PA officials in recent months in which he stressed the Paleostinian economy would benefit if there were renewed contact with Israeli leaders.

Netanyahu’s efforts to reestablish ties with the PA came following warnings of growing instability in the Wast Bank and Gazoo from IDF Chief of Staff Lt. Gen. Gadi Eisenkot.

Israel lawmakers to debate death penalty bill for Palestinian ‘terrorists’
[ENGLISH.ALARABIYA.NET] Israel’s parliament will renew debate next week on a bill that would make it easier to sentence Paleostinian attackers to death, Defense Minister Avigdor Lieberman said Tuesday while vowing to have it passed.

"After over three years of a stubborn struggle, the death penalty
for snuffies law will finally be brought to the law committee next Wednesday (November 14), and then for its first reading in the Knesset plenum," Lieberman said on Twitter.

"We won’t relent or stop until completing the mission."

The bill, which passed a preliminary vote by the full parliament in January, would ease the requirements military courts in the occupied West Bank must meet to sentence Paleostinians convicted of "terrorist" crimes to death.

As the law stands now, a panel of three military judges must unanimously approve any death penalty in military courts.

The new bill, planned by members of Lieberman’s Yisrael Beitenu party at his behest, would change the requirement to a majority instead of unanimity.

Israel has not carried out any executions since 1962, when Nazi war criminal Adolf Eichmann was hanged.

Israel abolished the use of capital punishment for murder in civil courts in 1954, though it can still in theory be applied for war crimes, crimes against humanity, genocide, treason and crimes against the Jewish people.

Prime Minister Benjamin Netanyahu has expressed support for the death penalty in certain cases.

But a senior member of Netanyahu’s party said Tuesday that he would object to the bill since the Israeli security establishment opposed it.

"I won’t support imposing the death penalty before there’s a serious debate and decision in the government and security cabinet," Energy Minister Yuval Steinitz wrote on Twitter.

"According to the IDF (Israel Defense Forces), Shin Bet (internal security service) and all the security establishment not only would (the death penalty) not help the fight against terror, it would cause great damage," he said.

A law to sentence "terrorists" to death was one of Lieberman’s election promises in 2015, and government support for it was a condition for Yisrael Beitenu joining Netanyahu’s coalition.

Israeli elections are expected to be called in the coming months and politicians have been ramping up campaign rhetoric.

Nine Iranian women activists summoned for questioning at Tehran’s Evin Prison
[ENGLISH.ALARABIYA.NET] Nine women activists were summoned for questioning at Tehran’s infamous Evin Prison, the primary site for the housing of Iran’s political prisoners since 1972, Iranian lawyer Amir Raisian said.

The lawyer told Iranian news agency IRNA that these activists were interrogated and charged this week, citing documents from the Office of the Attorney General in Evin.

He added that the warrant failed to mention the reasons behind pressing charges and that the prosecutor said the women were summoned in order for the prosecution "to only make some inquiries."

Meanwhile one of the activists, who asked the news agency to remain anonymous, stated that she was summoned with nine other activists and that there were more activists who would be summoned and questioned in the coming weeks at the Evin Prison as well.

Iranian authorities are arresting many activists on various charges, such as propagating against the regime, or threatening national security.

On Monday, the Iranian judiciary released Huda Ameen on bail after she was tossed in the calaboose

Human rights groups say Iranian authorities deny women detainees the right of visitations or to call their family members, and they are also denied the right to choose a lawyer.

The activists’ relatives say they are forced to only choose from a list of 20 government lawyers.
