[Washington Examiner] Nashville police officers went to the home of Christmas Day suicide bomber Anthony Warner in August 2019 after his girlfriend claimed he was constructing bombs in the RV that decimated a block of the city's downtown, disrupting cellphone and 911 services for days. The new report contradicts claims from the Tennessee Bureau of Investigations that Warner was "not on our radar" prior to the bombing.
Officers were called to home of Warner's girlfriend on Aug. 21, just a mile and a half away from Warner's home on Bakertown Lane, according to the Tennessean. They found her outside her home with two unloaded guns where she told officials that Warner "was building bombs in the RV trailer at his residence," according to an Metropolitan Nashville Police Department report.
MNPD spokesman Don Aaron told the outlet that the girlfriend "related that the guns belonged to a 'Tony Warner' and that she did not want them in the house any longer."
The girlfriend's lawyer, Raymond Throckmorton III, said at the time that Warner "frequently talks about the military and bomb making," telling authorities that Warner "knows what he is doing and is capable of making a bomb."
Police went to Warner's home after speaking with the girlfriend but were unable to contact him. Officers saw the vehicle, but it was fenced off, and police were unable to see inside the vehicle for any signs of bombs or bomb-making materials.
"They saw no evidence of a crime and had no authority to enter his home or fenced property," Aaron said.
The officers left, a report was written, and the department's hazardous devices unit was notified. The FBI was notified of the report but told local authorities that "they checked their holdings and found no records on Warner at all."
The FBI told the Tennessean that Throckmorton later would not allow law enforcement to interview Warner or access his property, telling them that Warner "did not care for the police."
"At no time was there any evidence of a crime detected and no additional action was taken," Aaron said. "No additional information about Warner came to the department’s or the FBI’s attention after August 2019."

[Bus Insider] On the night of December 20, 1989, the US invaded Panama to overthrow dictator Manuel Noriega.
This small-scale conflict was full of special operations — some of them successful, others not — involving Rangers, Navy SEALs, and Green Berets.
But it was also the first time that Delta Force successfully completed a large-scale hostage rescue.
Historically, the US had a turbulent and colorful relationship with Noriega. He had been a longtime CIA associate but was also known for drug trafficking.
After the Iran-Contra operation was exposed, Noriega's utility to the US diminished.
As relations between the two countries deteriorated, Noriega went on the offensive, arresting Kurt Muse — a CIA operative who owned a publishing company in Panama — on espionage charges and threatening to execute him.
Noriega kept Muse in the squalid and overcrowded Modelo Prison. The prison was in downtown Panama City, close to the Comandancia, which was Panama's Pentagon, and within sight of US Southern Command headquarters.
To make matters worse, Noriega told Muse that he would be killed on the spot if there was a rescue attempt. To back up his threat, the Panamanian strongman ordered a guard be outside Muse's cell at all times, tasked with killing the American in the event of a rescue operation.
On December 16, Panamanian troops attacked a civilian vehicle carrying four American officers going out for dinner, killing one and wounding another. Operation Acid Gambit was a go.

[NTD] The U.S. Federal Aviation Administration (FAA) on Monday said it is issuing long-awaited rules to allow for small drones to fly over people and at night, a significant step toward their use for widespread commercial deliveries.
The FAA is also requiring remote identification of most drones, which are formally known as unmanned aerial vehicles, to address security concerns.
“The new rules make way for the further integration of drones into our airspace by addressing safety and security concerns,” said FAA Administrator Steve Dickson in a statement. “They get us closer to the day when we will more routinely see drone operations such as the delivery of packages.”

Shooting down a UAV is the same, legally, as shooting down a manner aircraft. You won't get the murder charges, but you will face a federal interference with an aircraft in flight charge.
Helicopters and airplanes fly overhead at night all the time; all this does is put licensed drone operators in the same category.

Normal aircraft don't hover over my granddaughters while they sunbathe.
Their Dad has a bit more firepower than I do, but combined we're pretty certain that the aforementioned occurrence will promptly cease.

1. Chinese national arrested for smuggling Harvard cancer research in a sock
In January, Chinese national and Harvard University medical student Zhaosong Zheng was arrested for allegedly attempting to smuggle cancer research, which the university had been working on for years.
He was reported to have received multiple payments from the Chinese Scholarship Council. FBI agent Kara Spice stated, "I believe, based on my training and experience, that Zheng’s appointment at (Beth Israel) was not an accident, and that he was knowingly gathering and collecting intellectual property from BIDMC, possibly on behalf of the Chinese government."
2. Former Harvard chemistry chair faces more charges stemming from alleged China ties
Former Harvard University Chemistry Department chair Charles Lieber allegedly lied about his ties to the Wuhan Institute of Technology.
In July, prosecutors filed additional charges against Lieber, alleging that he lied on his tax returns and failed to report foreign bank accounts.
3. Researcher lies about grant applications, uses funds to develop medicine for China
A former Ohio State and Penn State University researcher was arrested in May while attempting to fly from Alaska to China. The researcher admitted to lying to federal authorities, admitting to having used federal grant funds as well as misusing his research.
4. UVA researcher arrested after allegedly stealing ’trade secrets’ for China
A researcher at the University of Virginia was arrested in September for having stolen confidential and secure trade secrets from the university. Haizhou Hu was apprehended as he was about to board a plane bound for China.
According to the FBI, the researcher was caught having been in "possession of bio-inspired research simulation software code that he was not authorized to possess."
5. Arkansas professor indicted for alleged secret China ties
A professor with alleged ties to China was indicted on two counts of passport fraud, and 42 counts of wire fraud. U.S. authorities he "received money and benefits from China"
FBI Special Agent Diane Upchurch stated, "the significant federal charges leveled against Simon Ang demonstrate how real the PRC’s pervasive threat is to Arkansan innovation and businesses."
6. UCLA researcher arrested amid investigation into alleged China ties
A UCLA researcher was arrested in August for having allegedly having transferred sensitive information to China, even attempting to dispose of a hard drive during the course of the investigation.
The Department of Justice said 29-year-old Guan Lei "falsely "den[ied] his association with the Chinese military" during interviews with federal law enforcement officials.
Lei has since admitted that he participated in Chinese military training.
7. U Kansas professor indicted for working for Communist Party of China
University of Kansas Associate Professor Feng Tao was indicted on two counts of wire fraud and one count of program fraud. The indictment stated that he "did not disclose any financial award accompanying his selection for the Changjiang Scholarship or salary for his appointment to FZU [Fuzhou University]."
The indictment allegedly exposed Feng for his ties to the Changjang Professorship, which he joined in 2018, and is described as a "talent program sponsored by the PRC Government."
8. Emory University medical research prof with secret ties to China
Court records unearthed in February alleged that Emory University neuroscientist Xiojiang Li did not disclose his ties to China, and was fired in 2019 for not having done so.
Li allegedly had ties to the Thousand Talents Program, which U.S. officials have characterized as a violation of "U.S. standards of research integrity."

"The United Front strategy uses a range of methods to influence overseas Chinese communities, foreign governments, and other actors to take actions or adopt positions supportive of Beijing’s preferred policies," it continues.

(BBC) Spain is to set up a register of people who refuse to be vaccinated against coronavirus and share it with other European Union nations, the health minister has said.
Salvador Illa said the list would not be made accessible to the public or to employers.
He said the way to defeat the virus was "to vaccinate all of us - the more the better".
Spain has been one of the countries in Europe worst affected by the virus.
It is currently rolling out the Pfizer-BioNTech vaccine which was approved for EU member states last week.

"People who decide not to get vaccinated, which we think is a mistake, are within their rights," he told reporters. "We are going to try to solve doubts. Getting vaccinated saves lives, it is the way out of this pandemic."
The number of people who have died from Covid-19 in Spain rose above the 50,000 mark on Monday. The country has registered more than 1.8 million infections during the pandemic.
Spain is under a nationwide curfew, between 23:00 and 06:00, until early May. In many places, people are only allowed out in that period to go to work, buy medicine, or to care for elderly people or children.
Regional leaders can modify curfew times and can also close regional borders for travel.

[Epoch Times] A new, potentially more contagious strain of the CCP virus that causes COVID-19 was confirmed in Colorado—the first time it’s been detected in the United States, according to health officials.
Health officials in the state informed the U.S. Centers for Disease Control and Prevention (CDC) about the strain, discovering it in a man in his 20s in Elbert County. Authorities said the man doesn’t have a history of travel.
The variant, B.1.1.7, is the same as the one discovered in the United Kingdom, according to officials.
“There is a lot we don’t know about this new Covid-19 variant, but scientists in the United Kingdom are warning the world that it is significantly more contagious,” Colorado Gov. Jared Polis said in a statement Dec. 29. “The health and safety of Coloradans is our top priority and we will closely monitor this case, as well as all COVID-19 indicators, very closely.”
UK authorities said the new variant of the CCP (Chinese Communist Party) virus is the reason for the increase in infection rates in London and southeastern England, adding that it’s more easily transmitted than previously identified strains of the SARS-CoV-2 coronavirus. Of the 11 million people living in the city, China’s Center for Disease Control and Prevention (CDC) found 4.43% had antibodies for the virus. That percentage amounts to nearly 500,000 people who had contracted the novel virus, but at the time, the city was reporting about 50,000 infections.
The CDC study involved a sampling of more than 34,000 people in Wuhan and six nearby provinces. Wuhan is where the virus was first detected nearly a year ago.
Outside of Wuhan, the study found the prevalence of antibodies was significantly lower, registering 0.44%. The CDC said that the low rate indicated that Wuhan’s disease control measures "effectively prevented the virus from spreading on a large scale," according to the South China Morning Post, however, the containment measures and when officials chose to act has since come under intense scrutiny.
In late January, the city was locked down and cut off from any outside resources or visitors for nearly 80 days. World leaders have questioned the origins of the disease, and exactly when Wuhan and the rest of China knew about it especially as leaders stifled media efforts and social media posts regarding the virus, then described as a pneumonia-like respiratory illness, during the intense lockdown.
The discrepancy in the number of coronavirus infections reported and the potential number of actual illnesses could be due to testing mishaps and struggles early in the outbreak, as well as asymptomatic spread, experts told the news outlet. There was also differences in how cases were counted among health agencies during the peak of the first wave.
"Exactly how much we have missed we don’t exactly know, but this gives us an idea that we have missed quite a bit," Ian Mackay, an associated professor at the University of Queensland in Australia, told the South China Morning Post.

[USA Today] WASHINGTON — The majority of the cadets involved in the worst academic cheating scandal at West Point in 45 years are athletes, including 24 members of the football team that is scheduled to play in a bowl game on Thursday, according to West Point officials.
In all, 55 of the 73 cadets accused of cheating on a calculus final exam in May are athletes, including 17 who remain on the football team, USA TODAY has learned.
A few have played in football games this season after having been accused of cheating. Some of those players could dress and play in the Liberty Bowl on Thursday, according to Army Lt. Col. Christopher Ophardt, a West Point spokesman.
They're allowed to play because West Point's superintendent in October suspended a policy that limited or prevented cadets found in violation of the academy's honor code from representing the academy in public, including athletes at sports events.
Lt. Gen. Darryl Williams, the superintendent, in an Oct. 23 memo, wrote to the faculty that the policy "has resulted in an inequitable application of consequences and developmental opportunities for select groups of cadets." USA TODAY obtained a copy of the memo.
Under the suspended policy, most of the cadets would not have been eligible to play after Nov. 30, the date they were found in violation of the honor code, Ophardt said. The academy is not naming the cadets. Their punishment will be finalized in January.
Williams has ordered a review of the policy. The timing of the Williams' decision was not related to the football season, Ophardt said.
"We didn’t cancel the punishment," Ophardt said. "We delayed it until final adjudication."
In a letter sent to faculty, staff and alumni on Wednesday, a copy of which was sent to USA TODAY, Williams attributed the incident in part to the COVID-19 pandemic, which dispersed the cadets from the academy and the influence of its faculty and staff.
"These Cadets chose the easier wrong over the harder right," Williams wrote. "As the Superintendent, I own this cheating incident. Furthermore, I and every leader at West Point own their role in developing leaders of character. The standards established by the Cadet Honor Code have not changed and the Honor System receives my personal investment of time and attention. West Point takes every Honor Code violation seriously."
