Afghanistan
Daily Evacuation Brief December 30, 2022
[AfghanDigest] LAST 24 HOURS
  • TALIBAN SAY THEY ARE ‘RESEARCHING’ ISLAMIC LAW TO ALLOW WOMEN TO WORK FOR NGOS – The Minister of Mines and Petroleum, Shahabuddin Dilawar spoke with reporters on behalf of the Taliban regime and said that religious ‘scholars’ are busy combing through Islamic law and texts to find a pathway to allow women to work for NGOs in the country. It is not clear what the Taliban sees as prohibitive with regard to women’s roles as the overwhelming majority of the Islamic world doesn’t restrict these activities. Our analysis indicates that the more cerebral elements within the regime realize they made a massive overreach with the spate of recent policies and are looking for ways to backtrack. However, it doesn’t appear the old guard in Kandahar is likely to entertain the reversal of any policies.

  • CHIEF UN AID OFFICER PLANS TO VISIT AFGHANISTAN IN WAKE OF FEMALE WORKERS’ BAN – Martin Griffiths, the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator at the United Nations is planning a visit to Afghanistan. A spokesman for his office announced the visit yesterday and says he hopes to meet with ‘decision makers’ in Kabul who have the authority to reverse the aid worker ban. No date was provided with regard to his impending visit.

  • TALIBAN ATTEMPTS TO HEAD OFF OIC PLAN TO CENSURE THE REGIME – A source in the Ministry of Foreign Affairs said that senior leadership has called an urgent meeting to try and formulate a strategy to block a plan being put forth by the Organization for Islamic Cooperation (via the International Islamic Fiqh Academy) to condemn the Taliban for their policies regarding women. The source said the plan will likely be backed by most international Islamic scholars affiliated with the Academy. The source went on to state that the Taliban was caught ‘off guard’ when the measure was announced and is desperate to kill the initiative before it gains any momentum.

  • THE SALANG PASS IS CLOSED TO TRUCKS AND BUS TRAFFIC DUE TO HEAVY SNOW – Officials said the clearing operations from the devastating tanker fire is nearly complete but the pass is expected to remain closed to truck and busses for at least forty-eight hours due to dangerous road conditions caused by snow.

  • HEAVY SNOWS HAVE PARALYZED TRANSPORT IN WESTERN/SOUTHERN PROVINCES – Many of the Southern Provinces have reported complete closures of main roads and have said that drifting snow in some areas will take days to clear.

CONFLICT TRACKER
Parwan: 2 Talib security personnel were killed and an unknown number injured when a Taliban security vehicle triggered a roadside bomb concealed under a bridge in Charikar (possibly Matak Bridge). Taliban police claim to have arrested 6 unidentified people in connection with the bombing. Information pertaining to the group responsible for the attack was not furnished.

NEXT 24 HOURS
RUMORS OF A CLEARING OPERATION PLANNED IN JALALABAD – A source with the Ministry of Defense claims that security personnel planned a raid on a hotel in Jalalabad where an ISIS-K cell is thought to be staying. GDI agents were sent from Kabul to oversee the operation yesterday evening. The name and location of the hotel were not supplied.

Al-Shabaab militants disguised as KDF kill 2 people in Witu, Lamu
[ShabelleMedia] At least two people were shot and killed December 28 by suspected al-Shabaab
...... the personification of Somali state failure...
holy warriors who had disguised as Kenyan military and erected an illegal roadblock in Witu area, Lamu County.

The gang also burnt down a cycle of violence as they conducted an illegal search before they were confronted by police.

Coat regional commissioner John Elungata said they had deployed more personnel in the area and especially in the expansive Boni Forest to pursue the button men operating from there.

On Wednesday evening, a police lorry was headed for Mokowe area when they came across the roadblock that had been mounted by about ten men wearing jungle uniforms similar to those used by Kenya Defense Forces.

Police said the holy warriors had stopped four vehicles and had rubbed out a lorry driver and his turn boy.

When the gang saw the police lorry they opened fire forcing those on board to take cover in the bushes as they fought back.

The team sought reinforcements as they fought the gang while retreating into the forest.

And after a lull, it was then it was discovered that four vehicles were held hostage there including one with two Italians and another lorry that had two occupants all of whom were rescued.

The bodies of the driver and his turn boy were also found in their lorry that had its fuel tank damaged by bullets.

Police said another salon car was found at the roadblock but did not have occupants at the time of the incident at about 6pm.

The police vehicle was damaged in the shootout. The gang escaped towards Boni Forest.

This indicates that the holy warriors are not pitching their operations in the area amid fears of more attacks.

On Monday, two people were shot and killed by button men believed to be al-Shabaab hard boyz in Pandaguo area, Lamu County.

Police who responded to the Christmas Day incident said several houses in the area were also torched by the attackers.

The area is near the Kenya-Somalia border which has been under attack by holy warriors in the past.

ISIS Emerges In Africa In 6th Video In Month

Media outlets close to Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
Organization (ISIS) publicized on Wednesday a video footage for the group’s forces of Evil in Africa, pledging allegiance to the new caliph.

This is the sixth footage to be publicized in one month for the group’s murderous Moslems.

On Dec. 22, ISIS-run Amaq news agency publicized the fifth video footage, swearing allegiance to new caliph Abu al-Hussein al-Husseini al-Qurayshi in West Africa, urging for Jihad, it was broadcasted from West Africa.

On Wednesday, Amaq publicized the new video broadcasted from Africa, showing ISIS forces of Evil swearing allegiance to the new leader.

The new video similar to previous ones entitled, "Indeed Allah will help those who help Him," in which Abu Abdurrahman al-Oghandi was shown calling for swearing allegiance for the new caliph and joining the group.

During the video, al-Oghandi justified the delay in swearing allegiance to the new leader, showing the group’s keenness to end the state of diaspora. He also cited Qur’an verses and interpreted them in local language of Central Africa residents.

This is the first time in which the group shows forces of Evil other than its own, including scenes for African forces the group fights against and other western forces in addition to scenes for transporting weapons.

Early this month, Amaq publicized two videos for the ISIS forces of Evil in Syria and two others, one was filmed in Syrian Desert and the other in Bakistan in mid-December.

Sky News publicized a report in which it said the group is seeking to release 10.000 of its fighters from Syrian prisons in 2023.

"If ISIS returns to Syria and Iraq, people will die on the streets of Berlin, London, and Madrid," Sky News cited Middle East expert Shiraz Maher as saying.

Three Yemeni fishermen abducted by Saudi-led forces
by Emad Almarshahi

[HODHODYEMENNEWS] The Ministry of Fisheries on Wednesday condemned the Saudi-led coalition forces’ abduction of three fishermen from Buhais area in the Midi district of Hajjah province and the looting of their boat.
"Looks like you've got a hold full of Iranian arms. What bait were you using for that?"
The ministry stated in a statement that the fishermen, Muhammad Abkar Khal, Ahmed Ibrahim Khal, and Muhammad Musa Khal, were kidnapped off the coast of Midi, denouncing the continued targeting of fishermen by the coalition forces, preventing them from fishing in Yemeni waters, and confiscating their boats.

SDF Launches 'Al-Jazeera Thunderbolt' To Pursue ISIS Cells In NE Syria

Syrian Democratic Forces (SDF) announced on Thursday launching Operation "Al-Jazeera
...an Arab news network headquartered in Qatar
...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates. Home of nutbag holy manYusuf al-Qaradawi...
, notorious for carrying al-Qaeda press releases. The name means the Peninsula, as in the Arabian Peninsula. In recent years it has settled in to become slightly less biased than MSNBC, in about the same category as BBC or CBS...
Thunderbolt" in the countryside of both Hasakah and Qamishli, northeast Syria, to pursue sleeper cells of Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. Organization (ISIS).

The SDF Media Center said at about 01:00 am the SDF, with the participation of Internal Security Forces of North and East Syria (Asayish) and in coordination with the US-led Global Coalition, targeted the areas of Hawl and Tel Hamis in Hasakah and Qamishli.

The SDF revealed in a statement that the campaign has been launched in the areas from which "recent terrorist attacks" were launched against Hawl Camp, Hasakah and south of Qamishli and that "could be source for possible attacks."

The statement stressed that ISIS "criminal activity" has recently emerge against residents of the region in tandem with continuous Ottoman Turkish attacks against areas of northeast Syria.

On Nov.20, Ottoman Turkish forces launched fierce assault, using warplanes, drones and artillery against areas in north Syria, targeting infrastructures and public facilitates in addition to killing and wounding a number of civilians and military personnel of the SDF and the government too.

The group has recently increased "the arming and financing activity" and attacks the last of which were the attack on a prison where ISIS "criminal elements" are held and another attack on an Asayish center in the city of Raqqa, in addition to eight "failed attempt
...Curses! Foiled again!...
ed attacks" on Hawl Camp and areas in Deir ez-Zor and Hasakah following the recent Ottoman Turkish assault, the statement read.

On Dec. 26, ISIS sleeper cells attacked Asayish headquarters in Raqqa, claiming the lives of six members of Asayish and the SDF and wounding others.
Al Ahram adds:
The SDF statement said that in addition to the thwarted Raqa attack, IS fighters had recently carried out eight assaults in the northern Syrian areas of Deir Ezzor, Hasakeh and the Al-Hol camp for displaced people, which houses family members of IS militants.

IS continues to claim attacks in Iraq and Syria, and the SDF regularly launches operations against the jihadists in Syria.

The group said Monday's attack on Raqa aimed to avenge "Muslim prisoners" and female relatives of jihadists living in the Al-Hol camp.

In September, Kurdish authorities arrested more than 200 people in Al-Hol following the discovery of tunnels and an arsenal of weapons used by jihadists.
