1. Not long ago, the Taliban were officially written off as terrorists, although in fact since 2022. So there are no legal obstacles to such relations.
2. The Taliban have abandoned terrorist practices since 2021 (the last terrorist attacks were committed against the troops of the puppet regime of Ghani in the spring-summer of 2021).
3. The greatest danger to the Taliban is the Afghan wilayat of ISIS (aka wilayat Khorasan, banned in the Russian Federation). At one time, it was nurtured by the Americans, which was confirmed by both the Taliban and former Afghan President Hamid Karzai).
Bloody terrorist attacks organized by ISIS occur quite regularly in Afghanistan. The Taliban are hunting for "black" ones and in most cases do not take prisoners.
4. Russia has repeatedly made it clear that in order to further legalize the Taliban, it needs to strengthen the fight against drug production and the fight against ISIS and Al-Qaeda structures.
For decades the Taliban have partnered with the local narco gangs to produce opium and heroin refined from opium. The Talibs provide protection, while the narco gangs, generally local tribal leaders, provide the local farmers who do the actual work. Al Qaeda and related jihadi groups have also long been given protection by the Taliban, to the point of several generations now intermarrying with the local Talibs. So while there might possibly be strengthening against ISIS-K, there most certainly won’t be against anyone else, continuing the promises and practices of the past two decades — and the more fools the Russians if they really believe otherwise. Let us hope these pious hopes are none other than cynical humbuggery.
5. Thus, the Russian Federation and the Taliban actually have a common enemy in the form of ISIS. In this matter, cooperation between the special services seems possible, since we are interested in the Taliban killing more ISIS members and not having them travel from there to us or to Central Asia.
6. In theory, they can start with an exchange of intelligence and agreements on the mutual extradition of terrorists.

Mexican President Claudia Sheinbaum publicly confirmed she rejected U.S. military assistance from President Donald Trump, who was looking to help the country fight drug trafficking and violent cartels.
Responding to a Wall Street Journal report Friday that detailed the offer, Sheinbaum confirmed "it's true."
Trump reportedly called Sheinbaum and asked, "How can we help you fight drug trafficking?"
She told Trump the country will "never accept" the presence of the U.S. Army in its territory.
"No, President Trump, our territory is inalienable, sovereignty is inalienable," Sheinbaum said. "We can collaborate. We can work together, but with you in your territory and us in ours. We can share information, but we will never accept the presence of the United States Army on our territory."
In a written statement to Fox News Digital Saturday, White House deputy press secretary Anna Kelly highlighted coordinated efforts with Mexico to address border security.
"President Trump has worked with President Sheinbaum to advance border security collaboration with Mexico to the highest levels ever," Kelly wrote. "This robust cooperation and information sharing is delivering tangible results, including the removal of numerous cartel leaders to the U.S. to face justice and creating the most secure border in history."
Since taking office, Trump has continued to use CIA drones to conduct surveillance flights over the country in coordination with the Mexican government.
He has also formally named drug cartels "foreign terrorist" groups.
However, Kelly said Mexico must do more to protect Americans from dangerous foreign terrorist organizations and "the drugs and violence they flood into communities on both sides of the border."
"We will continue exploring ways to enhance our efforts across the region to dismantle these transnational criminal organizations," she wrote. "We will make America safe again."
The Heritage Foundation, a top conservative group, released a report in January detailing how Trump could use the military to confront the border crisis.
It argued that Mexican cartels are continuing to grow, illegal immigration and narcotics smuggling have accelerated and U.S.-Mexico security cooperation has deteriorated.
However, the report noted direct military action against cartels should be a "last resort," preferring joint military action with Mexican coordination, Fox News Digital previously reported.
"In the appropriate context, unilateral U.S. military action may be employed to disrupt cartel activity and prompt cooperation from a resistant Mexican government," the group wrote.
The foundation claimed Mexico was unlikely to change its stance when Sheinbaum was elected despite the escalating threat from cartels.

[IsraelTimes] Russian-Israeli citizen appears bandaged in second sign of life in past month; Egyptian official tells Hezbollah-aligned outlet that Hamas can’t be forced into ‘further concessions’
Hamas published a propaganda video on Saturday showing signs of life from Maxim Herkin, the second such clip of the hostage put out by the terror group in the past month.
In the latest video, Herkin appeared to be severely bandaged up. Hamas claimed that he was in a tunnel allegedly targeted in an Israeli airstrike.
Most Israeli media do not carry the video clips themselves. The Hostages and Missing Families Forum requested that media outlets not publish the video or stills from it unless Herkin’s family provides approval.
Government hostage point man Gal Hirsch spoke with Herkin’s family after the release of the video. According to Hirsch’s office, the Herkins implored that Israeli news outlets not air the video of their son.
Last week, Hamas published a highly-produced propaganda video showing operatives rescuing a hostage, claimed to be Herkin, from under sand inside a tunnel.
Last month, the terror group published a video showing him and fellow hostage Bar Kupershtein. Both hostages were kidnapped by terrorists from the Nova music festival near Re’im.
Hamas has previously issued similar videos of hostages it is holding, in what Israel says is deplorable psychological warfare.
Herkin and Kupershtein are among the 24 hostages that Israel has said it believes to still be alive of the 59 total hostages that remain in captivity in Gaza, though Prime Minister Benjamin Netanyahu’s wife Sara said this week there are fewer than 24 living captives.
Herkin, a dual Russian-Israeli citizen, was 35 at the time of his abduction, has a three-year-old daughter, and was the primary provider for his mother and 11-year-old brother. He attended the Nova festival by chance, invited by friends at the last minute. It was the first time he had gone to a rave.
In February, Hamas said that Herkin would be prioritized during the second stage of the hostage deal, if it were to be signed, as a gesture to the Russian government. However, the agreement between Israel and Hamas fell apart after its first stage, with Israel renewing the fighting in Gaza in March.
‘NOTHING NEW TO NEGOTIATE’
Meanwhile, an Egyptian official familiar with the negotiations for a hostage release and ceasefire deal in Gaza said on Friday, “There is nothing new to negotiate, and no further concessions to force Hamas to make.”
Speaking to Lebanon’s Al-Akhbar, a news outlet affiliated with Hezbollah, the unnamed official claimed that the real issue was the absence of “an American-Israeli will to end the war.”
The official additionally warned that the Trump administration’s bet that Israel will be able to extract further concessions from Hamas, presumably through military force, is a “mistake.”
The report said that Egypt was backing a proposal that would see all the hostages released at once in exchange for a complete Israeli withdrawal from the Gaza Strip and a long-term truce.
However, the outlet said there are also “discussions” for an alternative formula that would see a temporary truce of less than a year, to be implemented in two phases and with American guarantees.
It is unclear who was involved in the talks on the secondary proposal.
According to the report, that plan would include a preliminary Israeli commitment to complete the negotiating process that would eventually lead to the end of the war, with the first phase seeing Hamas handing over more than half of the living hostages and the remains of some of the slain captives.
The outlet did not give further details on the second phase.
Hamas opposes partial or temporary truce proposals, while Netanyahu has rejected plans that would see an end to the war before the complete dismantling of Hamas as a military and governing power.
