USA foreign born population may have declined by 1M in 2025
[CenterForImmigrationStudies] Our analysis of the Bureau of Labor Statistics household survey, officially called the Current Population Survey (CPS), shows a large decline in the foreign-born or immigrant population (legal and illegal) between January and May of this year. The decline was caused by a falloff in the number of non-citizens from Latin America who arrived in 1980 or later, a population that overlaps significantly with illegal immigrants. We preliminarily estimate that the number of illegal immigrants has fallen by one million since the start of the year, perhaps due to their leaving in response to President Trump's election and stepped-up enforcement efforts. But it is important to note that these findings come with important caveats.

Findings:

  • Based on the CPS, published figures from the Bureau of Labor Statistics show that the number of foreign-born individuals in the labor force declined by 601,000 from January to May 2025.

  • Our analysis of the raw data shows the total foreign-born population, both in and out of the labor force, declined 957,000 from January to May 2025. This is one of the largest declines over a 4-month period in the foreign-born in the last three decades, but it is not unprecedented.

  • The decline was entirely among non-citizens. The number of naturalized U.S. citizens in the data did not fall from January to May of this year.

  • In particular, non-citizens from Latin America who indicated they arrived in the United States in 1980 or later show a 1.07 million decrease from January to May of this year and a 1.45 million falloff since December 2024.

Robert McDonald was a Secret Service agent for more than 20 years and is an expert in executive protection, intelligence and protective travel logistics. During that time, he coordinated security for U.S. and foreign dignitary visits.

Now, he is a professor of criminal justice at the University of New Haven.

"There are those type of areas where people are coming and going. People are transient. Lots of people go there every day," he told Fox News Digital in reference to airports and bus and train stations. "Anything can happen at any time. Again, you've just got to be able to be cognizant of your surroundings, be situationally aware and be able to get yourself out of a situation if something was to happen."

"We don't wish anything to happen, but you just got to be able to get yourself out of a particular zone relatively quick," he said.

The same principle applies to any crowded place, both indoors and out, McDonald said. Being "situationally aware" includes being on the lookout for anything that seems out of place in day-to-day life. He clarified that "out of place" is different for everyone.

"For example, if you go to a mall or Times Square and you see a backpack lying on the corner with nobody around it, or it hasn't moved in a while, you might want to report that," he said.

"If there are particular cars in and around your neighborhood that are not normally there, it could be nothing," McDonald said. "It could be a visitor to your neighbor, but it could be something out of the ordinary that you would want to potentially report."

With regard to reporting suspicious activity, McDonald assured Americans that law enforcement entities want to be tipped off to anything suspicious, even if it turns out there is no threat.

"Authorities want to hear from you and want to be able to investigate things that are out of the ordinary," he said. "You may be the only person that's noticing that something is out of the ordinary, and we have a responsibility to pass that information forward to authorities. Let them come and decide that the issue is a non-issue, right."

Since Saturday's bombings in Iran, a leading state sponsor of Islamic terrorism, major metropolitan areas including New York, Los Angeles, Washington and Miami have stepped up security protocols.

Fox News contributor Paul Mauro, a former NYPD inspector who monitored terror cells, told Fox News Digital that police are upping patrols, particularly at relevant religious sites, and also monitoring for online chatter from potential terror threats.

"[NYPD] will put out special attention patrol cars at locations that could track to the conflict in places that have an Israeli connection, and there's a couple of Shia mosques – Iran is Shia – and there are a couple of Shia mosques," Mauro told Fox News Digital. "You never know what's going to develop. So [they'll] liaise with those communities. They'll talk to them, they'll put special patrol, special attention patrol."

"You're going to look very closely online," he said. "You're going to be monitoring a lot of the online stuff. NYPD has a very robust cyber counterterrorism program, and you're going to do that very heavily."

In the recording, published Monday by the Washington Post, an anonymous intelligence operative can be heard telling an Iranian general in Persian that he has 12 hours to flee with his family before Israel kills him.

"I can advise you now, you have 12 hours to escape with your wife and child," says the intelligence operative, whose voice has been altered in the recording. "Otherwise, you’re on our list right now."

The Post did not identify the Iranian general, who it said is believed to still be alive, and muted his voice on the call. It reported that the call was one of a number made to senior Iranian officials at the outset of Israel’s strikes against Iran’s nuclear program and military infrastructure, with the aim of destabilizing the country’s regime and threatening second- and third-tier officials who would replace the assassinated leaders.

At the beginning of the call, the operative identifies himself as coming from a country that "sent Salami, Bagheri and Shamkhani to hell," referring to three senior Iranian leaders Israel killed at the beginning of the campaign. They are Hossein Salami, chief of Iran’s Islamic Revolutionary Guard Corps; Maj. Gen. Mohammad Bagheri, Iran’s military chief; and Ali Shamkhani, a top adviser to Ali Khamenei

The role of supreme leader was created after the revolution and then enshrined in the constitution, giving a top holy man ultimate authority in guiding the elected president and parliament.

Officially, the leader is named by the Assembly of Experts, made up of 88 senior holy mans who are chosen through a national election in which a hardline watchdog body aligned with Khamenei must approve all the candidates.

"Whether the Islamic Theocratic Republic survives or not, it will be a very different one, because the context in which it has existed has fundamentally changed," said London-based Iranian political analyst Hossein Rassam, adding that Hassan Khomeini could fit the bill for a leader to take Iran in a new direction.

"The regime has to opt for someone who’ll facilitate slow transition."

Hassan Khomeini’s close links to the reformist faction of Iranian politics, which pursued an ultimately unsuccessful policy of opening Iran to the outside world in the 1990s, saw hardline officials bar him from running as a member of the Assembly of Experts in 2016.

The succession planners are aware that Khomeini is likely to be more palatable to the Iranian population than a hardliner, the five insiders said. Last year he warned of a "crisis of rising popular dissatisfaction" among Iranians due to poverty and deprivation.

By contrast, Mojtaba Khamenei’s views echo those of his father on every major topic from cracking down on opponents to taking a hard line with foreign foes, the sources said — qualities they saw as hazardous with Iran under attack.

A mid-ranking holy man who teaches theology at a religious seminary in the city Qom, the center of Iranian religious life, Mojtaba has never held a formal position the Islamic Theocratic Republic, though he exercises influence behind the scenes as the gatekeeper to his father, according to Iran watchers.

The US Treasury Department imposed sanctions on Mojtaba in 2019, saying he represented the supreme leader in "an official capacity despite never being elected or appointed to a government position" aside from working in his father’s office.

Several of the candidates long seen as possible successors to Khamenei have already died.
