AIHRC: 79 civilians killed, wounded in Afghanistan over the past week
[KhaamaPress] The Afghan Human Rights Commission (AHRC) said on Monday that at least 79 civilians have been killed and injured in 12 separate incidents in Farah, Parwan, Nangarhar
The unfortunate Afghan province located adjacent to Mohmand, Kurram, and Khyber Agencies. The capital is Jalalabad. The province was the fief of Younus Khalis after the Soviets departed and one of his sons is the current provincial Taliban commander. Nangarhar is Haqqani country..
, and Kandahar provinces in the past week.

Afghanistan Human Rights Commission (AIHRC) said Monday that at least 79 non-combatants were killed and maimed in 12 during separate incidents.

According to AIHRC the non-combatants were killed and injured in Farah, Parwan, Nangarhar and Kandahar provinces.

AIHRC further elaborated that at least 39 non-combatants were killed and more than 40 people were maimed during the battles across Afghanistan.

According to the Watchdog among the killed are four women and eight children, the commission also added 17 children and four women are also among the injured.

AIHRC blamed the Taliban
...the Pashtun equivalent of men...
and unidentified forces of Evil for causing the casualties, and that IEDs, roadside kabooms, armed attacks are the main causes for the casualties.

This comes as the Afghan Independent Human Rights Commission’s annual report indicated that over 8,500 non-combatants were killed and injured due to war and violence since 2020 and that including 3,000 civilians killed and over 5,000 people are injured because of war.

Based on the report, civilian casualties in Afghanistan have decreased by 21 percent compared to 2019.

Taliban have not yet commented for being blamed in causing civilians casualties.

Russia reveals number of military experts in the Central African Republic
[AlMasdar] The Russian Foreign Ministry announced that more than 500 military experts are working in the Central African Republic, noting that there are no plans to increase the number and they have not received such requests from the country’s authorities.

"There were no plans to increase the number," Director of the International Organizations Department of the Russian Foreign Ministry, Peter Ilychev, told news hounds. "We have more than 500 people there (trained), enough at least so far.

Ilychev continued, "Russia proposes to ease the arms embargo imposed by the United Nations

For his part, the Russian ambassador to the Central African Republic, Vladimir Titorenko, told Sputnik earlier that his country will consider the possibility of sending more military trainers there in the near future.

He pointed out that the issue had been raised during his recent meeting with the President of the country.

He pointed out that "10 additional BRDM-2 reconnaissance and amphibious armored vehicles have been sent to the Central African Republic, which is the second batch of vehicles scheduled to be sent this year."

"Houthis are selling most of the fuel imports that arrive through Hodeidah seaport in the black market," the Supreme Economic Council of the Yemeni government said on Saturday.

Fuel flow indicators in Yemen during the first half of April showed the militias have caused the fuel crisis in regions under their control to revive the black market and plunder the public to finance what they call "the war effort," the council said.

Over 276,000 metric tons of fuel have been imported in the first half of April, enough to meet the fuel needs across the country for 20 days, it added.

However,

70% of the fuel has been transported to Houthi-run regions, an average of 12,000 metric tons a day, but the militias have sold it to the black market, it revealed.

The Houthis have also hiked fuel prices by 150% in their regions, the council said, accusing the militias of using the humanitarian file to mislead and blackmail the international community and agencies.

The militias have been causing crises as part of their policies to starve the people, the council stressed.

"Despite the inflow of fuel supplies exceeding civilian needs, the Houthis insist on strengthening the black market, exploiting the people and trading in the human suffering they caused," the council reaffirmed in a tweet.

Dhia Edine D. was sentenced in January to four months in jail for declining to deliver food made by a kosher restaurant in Strasbourg while he was working there as a food courier for the Deliveroo delivery company.

Upon his arrest, following a complaint to police by the restaurant’s owner for discrimination, the courier was found to have been living illegally in La Belle France.

[Pioneer Press] The Minnesota National Guard rolled into the St. Paul Labor Center on West Seventh Street on Tuesday, at least 50 uniformed soldiers and some 17 armored vehicles.

The National Guard then rolled out of the Labor Center on Wednesday evening, to chants of "Don’t come back!" and "Whose house? Our house!" and "Na-na-na-na, goodbye!" shouted by a dozen or more labor advocates.

The ousting took little more than an hour, and illustrated the widening gulf between the public safety measures championed by Democratic leaders such as Gov. Tim Walz, who have sworn to protect the Twin Cities from the unrest that caused upward of $700 million in damage nearly a year ago, and the civil rights concerns of social justice activists, including rank-and-file members of the labor movement.
Of course, they're big on calling out the NG to "protect our sacred democratic institutions." In this case "insurrection theater" is already failing.
"I was a little surprised at how fast it went," said Kieran Knutson, president of the Communications Workers of America Minneapolis Local 7250, who arrived at the St. Paul Labor Center on Wednesday evening with staffers, rank-and-file members and executive board officers from eight different labor groups.
Mr. Kieran Frazier Knutson​, a longtime labour and anti-racism activist who has the approval of Oakland’s Marxists, expected the National Guard to stand pat for the union activists’ set-piece abuse, and now is disappointed that they’re getting exactly what they demanded, good and hard.

  • Make it more difficult for cities and counties to reduce funding for law enforcement, allowing local elected officials to challenge those budget decisions, and giving the state power to approve or amend the local budget

  • Allow those local governments to be sued if they fail to stop a riot

  • Define "riot" as a violent public disturbance involving 3 or more people acting with common intent resulting in injury to others, damage to property, or the imminent danger of injury or damage

  • Enhance penalties for people who commit crimes during a riot

  • Create a new second-degree felony called an "aggravated riot," which occurs when the riot has more than 25 participants, causes great bodily harm or more than $5,000 in property damage, uses or threatens to use a deadly weapon, or blocks roadways by force or threat of force

"We’re not going to let the mob win the day," declared DeSantis. "The state of Florida takes public safety very seriously."

Attacks will continue on US troops, even in Kurdistan Region: top Iranian official
[Rudaw] A top Iranian official said on Monday that the US will still face attacks in Iraq, even if they "concentrate their troops more in the Kurdistan Region" claiming that Iraqi youth do not want foreign troops to be present in the country.

"If Americans want to concentrate their troops in the Kurdistan Region and northern Iraq, they will be dealt with the same as any other part of Iraq, for Iraqi youth do not want foreign troops to be present in their country," Hassan Danaeifar told the semi-official Tasnim News Agency.

Danaiefar is Iran’s most senior economic official in Iraq, and is the former ambassador to Baghdad.

Jamal Al-Karbouli: 1st Iraqi Politician Arrested on Corruption Charges
[ENGLISH.AAWSAT] Two senior Iraqi officials were arrested on Sunday as part of the anti-corruption drive spearheaded by Prime Minister Mustafa al-Kadhimi.

The Anti-Corruption Committee detained Leader of al-Hal (Solution) Party Jamal al-Karbouli and his brother Mohammed, who is a politician.

The party has 12 politicians in Iraq’s parliament. He is a businessman and owns major media institutions, including the al-Dijla television channel, which was shut down last year.

According to information obtained by Asharq al-Awsat, Iraq’s judiciary issued arrest warrants against four deputies and ordered lifting their immunity.

The parliament is expected to vote on lifting the immunity later this month.

Asharq al-Awsat also learned that another list that includes the names of senior politicians suspected of corruption, has been issued. The politicians have been banned from travelling.

Jamal, who is a doctor, did not receive an executive position until 2003 when he assumed the presidency of the Iraqi Red Islamic Thingy at the time.

However,

his brother received the industry portfolio in former prime minister Nouri al-Maliki’s second government (2010-2014).

Karbouli established al-Hal party in 2008 and ran in the past three parliamentary elections, in which his party won 13 seats in one round and eight in another, and he also obtained more than one ministry for his party.

Until about a week ago, Karbouli was part of the Iraqi Forces Alliance, led by Parliament Speaker Mohammed al-Halbousi, while his brother Mohammed was a prominent leader in Halbousi’s Takadum Party.

However,

they both withdrew from the alliance and joined prominent Sunni businessman Khamis al-Khanjar’s al-Azm alliance.

An Iraqi politician told Asharq al-Awsat that many senior figures tried to interfere to prevent Karbouli’s arrest.

He attributed the mediations carried out by senior politicians, including Shiite leaders, to concerns that they might be next.

He expected the next arrested figure to be from the Shiite sect to avoid accusing the committee of only arresting Sunni figures

Official: the Minister of Finance should be dismissed for his ''failed and rejected'' policies
[SHAFAQ] A member of the Parliamentary Services Committee, Manar Abdul-Muttalib al-Shadidi demanded, on Monday, to dismiss the Minister of Finance, Ali Abdul-Amir Allawi, for his "failed and rejected" financial policies that starve the people and punish the poor.

Al-Shadidi said to Shafaq News Agency, "The Minister of Finance submits proposals that provoke popular and official public opinion through attempts to impose an income tax and accuse Parliament of including it in the budget,"

According to the Deputy, the Minister is working under the cover of Iraq's obligations towards the World Bank and maximizing non-oil imports, "which are arguments and justifications rejected by parliament and the people."

She warned that "the current finance minister is a signal of economic crisis and living disasters that affect all people...The current prime minister, Mustafa al-Kadhimi, must confront the finance minister's sabotage policies or dismiss him to preserve the national economy from collapse and avoid popular anger."

Last Thursday, leaked document circulated by local media reported that Finance Minister Ali Allawi suggested t apply tax deduction on the salaries of employees, with a retroactive effect for the past three months.

First applicants for Syrian presidency revealed
[AlMasdar] The President of the Syrian People’s Assembly, Hammoudeh Sabbagh, announced on Monday that he received applications from two individuals for the presidency.

Sabbagh announced in a session held by the Council today that they notified the Supreme Constitutional Court that two applications have been submitted for the presidential candidacy by Abdullah Salloum Abdullah and Muhammad Firas Yassine Rajouh.

It is worth noting that all those announced by Sabbagh are not legally classified as "candidates", but rather as applicants.

At the end of the deadline for submitting applications (ten days starting from today) the council meets to grant its support to a number of applicants for candidacy, and when any of them obtains the support of 35 members, he becomes, according to the constitution, a "candidate for the presidential elections."

According to the conditions stipulated by the constitution that a candidate should be present, in addition to the requirement to obtain the support of 35 members in the People’s Assembly, the total number of candidates cannot exceed 3 candidates.

As for the independents, their number is 70, and they can only support two candidates.

The Saudi-based Syrian opposition has slammed the planned election, with their leader Nasr al-Hariri calling current Hereditary President-for-Life Bashir Pencilneck al-Assad
