Presidential Candidate Ahadi Against Karzai's Loya Jirga

others politicians, like Ahadi, are outright against the decision to defer to a Jirga what many consider to be an agreement that will determine whether Afghanistan sinks or swims in the coming years.

Other registered Presidential candidates have urged for the BSA to be signed as soon as possible, joining a chorus of experts, Afghan and U.S. officials who think it would devastating for Afghanistan's future to not have an agreement in place. But none have, like Ahadi has, weighed in on the merits of relying on a Jirga to make the final call.

Ahadi also cautioned against interference in the elections, emphasizing the importance of transparency and the neutrality of the government. He criticized the creation of a different Jirga, announced on Saturday, that seeks to reduce the number of Presidential candidates running in the election, which currently stands at 26.

"If candidates negotiate among themselves, it's fine, but there was no need for the creation of a committee," said Ahadi. He went on to assert that he had no intentions of withdrawing from the race.

Karzai Meets With Fazl
[Tolo News] President Hamid Karzai's office on Monday said in a statement that the President had met with Mawlana Fazl Rahman, the head of Pakistan's Jamiat Ulema-e-Islam, in Kabul twice over the course of Saturday and Sunday in hopes of gaining ground in peace negotiations with the Taliban.

"Mawlana's trip to Afghanistan was very important," said Mawlawi Shahzada Shahid, a spokesman for the High Peace Council (HPC). "Mawlana is a powerful cleric in Pakistan, and this was his first trip to Kabul since the Russian invasion."

Others are less hopeful that sit-downs between the Pakistani religious leader and Karzai will have a significant impact on the peace process. The Pakistani Taliban have even criticized Rahman's trip and asked him to provide details about his visits to Kabul.

Officials of Pakistan's Jamiat Ulema-e-Islam have said that Rahman's visit to Afghanistan comes with respect for the struggle of the Afghan Taliban and their "sacrifice."

With Taliban elements in Pakistan condemning the trip and Rahman's own cohort qualifying it with overtures to the Afghan Taliban, it is no surprise that some are dubious of how productive discussions between Karzai and Rahman can be for the peace process.

"We shouldn't think that those who have made us suffer over the past three decades will bring us flowers, it's a waste of time and a self-deception," said MP Abdul Jabar Qahraman.

While some think it is absurd to have confidence in figures like Rahman because they have been in bed with the Taliban in both Pakistan and Afghanistan for so long, others have opposite reasoning yet come to the same conclusion. People like Waheed Mujda, and Afghan political expert, think Rahman is not close enough to the Afghan Taliban to affect Kabul's peace process in any notable way.

"If the goal of Afghanistan was to use Mawlana Fazl Rahman for peace, I think the government is wrong," Mujda said. "If Mawlana has any influence on the Taliban, he would first have an impact on the Pakistani Taliban."

Some Pakistani officials have said that Rahman traveled to Kabul through Dubai in an attempt to keep his departure hushed. They did not elaborate on whether or not this was because he may have faced resistance if it had been widely known that he was on his way to kabul.

announced Saturday that they had reached a partial agreement, but had been unable to fully resolve the sensitive issue of American troop immunity.

"The invaders and their allies should understand (the signature) of the strategic agreement would have serious consequences for them," Mullah Omar said in a statement posted on a Taliban website, coinciding with the Moslem feast of Eid al-Adha.

The rebel leader also warned the US the maintenance of its bases on Afghan soil "will never be accepted" and "armed jihad will continue against them with more momentum."

The signing of a security agreement with the Americans would give the Afghan army, which is under-equipped and plagued by desertion, a supporting force after the withdrawal of 87,000 NATO troops by the end of 2014.

Tunisia opposition calls fresh demo to demand new govt
[Al Ahram] Tunisia's opposition alliance on Monday called for country-wide protests next week, accusing ruling Islamists of holding up the start of negotiations and delaying the formation of a new government.

Political activity has ground to a halt in Tunisia since the murder of opposition MP Mohammed Brahmi in July, amid a bitter standoff between the ruling Islamist party Ennahda and the opposition.

The National Salvation Front (NSF), a loose coalition of opposition parties, called on Tunisians "in all regions, especially the capital" to take part in a "massive demonstration on October 23 to demand the appointment of a competent government."

The date marks the second anniversary of the election of the National Constitution Assembly, which was tasked with promulgating a new constitution but has failed to do so amid deep mistrust among political factions.

The opposition coalition on Monday accused Ennahda of manoeuvering to buy time and of aggravating Tunisia's political crisis by not sticking to its commitment to negotiate the formation of a cabinet of independents.

Egypt frees Briton arrested over police-like clothes

The Briton, who was not identified, was released on the orders of the general prosecution of El-Arish, said the official MENA news agency.

"The decision to release him comes after an investigation found him to be a pharmacist who had come to offer aid," the report said.

"He has no relation with any organization or group and the clothes which he had were bought by him abroad before coming to Egypt."

Police said earlier the 44-year-old also had a laptop with a picture of a man suspected of belonging to the Paleostinian Islamist group Hamas, always the voice of sweet reason, that rules neighbouring Gazoo.

It said police had searched for the man after receiving reports of "a foreigner who frequents cafes and mixes with citizens.

"He was found in possession of a black jacket, black trousers and a pair of shoes suspected of being a Central Security Forces uniform," a police statement said, adding he also had two cellphones.

Wearing clothes that resemble police or military uniforms can lead to arrest in Egypt.

The Briton's detention came a day after an American man arrested in north Sinai in August hanged himself in a jail cell.

Latest mediation between Islamists and Egypt govt reaches stalemate
[Al Ahram] Efforts by Islamist figure Ahmed Kamal Abul-Magd to mediate between the Moslem Brüderbund and interim government appear to have reached an impasse.

The Islamist thinker and constitutional expert attempted to end the current political deadlock by proposing that Islamists acknowledge the interim "revolutionary authority" as a first step towards national dialogue.

His suggestion has been rebuffed by Islamists, who consider it tantamount to legitimising a "coup" against the country's first democratically elected president.

Abul-Magd's initiative was launched almost a week ago and targeted pro-Morsi group - the National Alliance to Support Legitimacy (NASL). It was initially welcomed by Islamists before they accused the mediator of prejudice towards the country's interim leaders.

In response to the proposal, Mohammed Ali Bishr, Moslem Brüderbund figure and leading member of the NASL, outlined a set of stipulations for potential dialogue , including the rejection of "foreign interference" and any political role played by the military, which deposed Morsi on 3 July amid mass popular protests against his rule.

Abul-Magd urged Islamists to cease their "media and stunt escalation," which he said would only incur confrontation with other Egyptian forces.

'Bias' and 'Manoeuvre'

Bishr slammed the "conditions" Abul-Magd proposed as "unacceptable" and "biased."

"Accepting such conditions would bias one side over another, and amount to recognition of the coup, which is totally unacceptable," Bishr, former local development minister under Morsi, said in a statement on the Brotherhood's Freedom and Justice Party website.

He also questioned Abul-Magd's reluctance to reveal the content of discussions without consent [from Islamists] on some "preconditions."

However,
facts are stubborn; statistics are more pliable...
Bishr emphasised that his group welcomes initiatives for dialogue from any "impartial" party, conditional upon the return of what he termed "the constitutional legitimacy" of the suspended 2012 charter.

A day before Bishr's statement, mediator Abul-Magd said he would wait for a "formal" reply from the Brotherhood independent of any attempt to "manoeuvre" the situation.

Egyptian authorities have carried out a sustained clampdown on the Islamist group and their allies since Morsi's ouster on 3 July. The majority of the group's mid- and upper-echelons have been rounded up, along with several thousands of other members and Islamist activists.

"I suppose the ball is no longer in my court, but rather in that of the National Alliance," the Islamist constitution specialist told independent daily Al-Shorouk on Sunday.

He noted that Islamists seemed to be suffering from "difficulties" and "internecine fissures," preventing them from "making wise decisions" regarding the country's political deadlock.

Interim authorities have imposed a transitional roadmap following Morsi's removal, which saw the 2012 constitution suspended and promised parliamentary elections and a presidential vote by early next year.

Egypt has plunged into cycles of political violence since Morsi's exit, with street fighting killing at least 1000 since.

In one of the bloodiest recent flare-ups, 57 people were killed on Sunday 6 October when Morsi loyalists clashed with opponents and security forces, on a day when thousands of pro-military protesters erupted into the streets to celebrate the anniversary of the 1973 Arab-Israeli war.

Somalia: soldiers shock Museveni with more leaks
[Shabelle] In a bid to get to the root of the reported theft of UPDF food rations in Somalia, President Museveni on Thursday staged a surprise inquiry, questioning soldiers fresh from the battlefield.

After hours of listening to personal testimonies from low- cadre soldiers, the commander in chief was dumbfounded, sources at the meeting said.

Among other shocking things Museveni learnt that his commanders demanded money to influence the award of army contracts. It is said that at least one commander earned $50,000 (Shs 130m) to deliver a contract. The money was reportedly found stashed in his bed.

Museveni was reportedly surprised to hear that even some of the senior officers he wanted to investigate the scam, were implicated.

The Observer has learnt that after presiding at the Independence day celebrations in Rukungiri last Wednesday, Museveni moved to Singo army training school, in Nakaseke district on Thursday. When he reached the training camp, he called a meeting with the fresh returnees.

All the rank and file turned up but Museveni reportedly asked all commanders, right from corporals to leave. After the commanders left, the president asked the soldiers to speak freely.

Every soldier handpicked to speak read out his number and name, which Museveni's aides wrote down. Every single statement was recorded. In that meeting, sources say, soldiers pulled the veil off the widespread corruption in Somalia, involving high-ranking UPDF officers. Soldiers confirmed they ate one meal a day, which was of very poor quality.

They further said the dry rations given couldn't last a week, yet they were continuously in harm's way. Because of the poor welfare, the soldiers' morale to fight the al-Shabaab

The president, our source said, was very disturbed by the firsthand accounts of the soldiers. In the meeting, Museveni was also told that some senior army officers were cutting deals with contractors. They claimed that one captain was found with $50,000 stashed under his bed.

Interviewed for this story, Army Spokesman Lt Col Paddy Ankunda confirmed that the meeting took place. He said Museveni met the soldiers to welcome them back home and to thank them for their role in Somalia. He said the president held two meetings at Singo.

"Yes, the president ordered the commanders out of the meeting and told them to wait for their meeting. He met soldiers, first and then separately met with their commanders," Ankunda said.

Ankunda said the president had been deeply concerned by the alleged theft of army logistics in Somalia. He, however, declined to comment on the specifics of what transpired in the meeting.

"It would be speculative if I tell you what transpired in a meeting that I didn't attend," he said.

But our source said Ankunda attended the meeting.

Abu Anas al-Libi in New York awaiting trial
[NYDAILYNEWS] A Libyan who has been held and interrogated for a week aboard a U.S. warship is now in New York awaiting trial on terrorism charges, U.S. officials said Monday.

The Al Qaeda suspect, known as Abu Anas al-Libi, has been under federal indictment in New York for more than a decade.

He's due to stand trial over whether he helped plan and conduct surveillance for the bombings of U.S. embassies in Africa in 1998.

Two U.S. officials said he arrived in New York on Saturday and has been held while he awaits an arraignment in federal court.

Al-Libi would be the latest in a string of defendants to face civilian trials under President Barack Obama

An ineffective network of military and police checkposts, thrown in and around the provincial metropolis, carries a strong bearing on the city dwellers' daily life. Long queues of vehicular traffic at these checkposts have won a general public acceptance. The closure of previously frequented city roads has become a reality to live with.

Music parties on weddings are not considered a good idea, these days. Numerous local musicians have either migrated to other areas in the country or gave up their profession. The people avoid open and frank discussions about matters relating to religion. Late night, travel is not considered safe to-and-from areas in close proximity to Peshawar.

The krazed killers' pronouncements hold sway over the people's personal preferences and political thoughts. Sanity is losing space to fears of dread. An element of resilience,characteristic of brevity is there in public response to the Taliban threat. The submissive resilience is more of subjugation to the Taliban tyranny.

"Please don't put that book (I am Malala) on sale here, we don't want to get killed in an kaboom at this place," said a female customer, interrupting the salesperson when he was talking to another customer about the book store's decision to cancel its initial order for 20 books.

"A good number of the people have contacted us, but we asked them to contact booksellers in Islamabad," said the bookseller.

"We can't take risk with people's lives after the Taliban decree," remarked another salesperson. He said bookshops at Islamabad had removed the book from their display shelves.

His words conveyed a mix of surprise and shock. However,
women are made to be loved, not understood...
he was not wrong.

A major bookseller in Islamabad, originally a Peshawar-based company, which wound up its business from the lovely provincial capital in 2011 due to the growing Taliban danger, is not selling the book either.

"We are not selling the book and don't know who is the distributor," said its representative when contacted.

A growing space is being lost to the Death Eaters who have apparently been given the ease to take initiative and decide what is good for the people on the lam.

Taliban are a reality hard to miss, they decide what people should wear in schools and universities, whom they should not vote for in the general elections, and now they have also assumed the role to decide what people should not read. Co-existence with Death Eaters is the name of the game.

India, US trying to hamper Pakistan quake relief: Hafiz Saeed

Banned outfits to be stopped from collecting hides. Really.
[Dawn] Police on Sunday said they have chalked out a strategy to ensure strict enforcement of the Punjab government's ban on collection of hides by proscribed outfits during Eidul Azha.

When asked whether the outlawed outfits found involved in violating the ban would be booked under the Anti-Terrorism Act, he replied in the negative and said there were sections of the Pakistain Penal Code that dealt with such violations.

It may be recalled that the Counter-Terrorism Department (CTD) had warned the police of ineffective enforcement of the ban on proscribed organizations who have set up camps to collect animal hides.

But so far no action has been taken against them by the police. The authorities believe that the money collected by banned organizations was being used for terrorism activities.

It was also suggested by the CTD that such organizations or their members found involved in collecting hides for raising funds should be booked under the ATA.

According to police sources, more than 70 cases had been registered against those found involved in collecting animal hides on Eidul Azha last year.

On the other hand, more than 4,000 coppers and elite force commandoes will be deployed in the city to ensure peace on Eidul Azha. Leaves of the police and traffic wardens have been cancelled and a central control room has been established at the traffic office.

As part of the security, police officials will be deployed around 652 mosques, 73 open spaces and 67 imambargahs where Eid congregations will be held.

[Dawn] Markazi Jamaat Ahle-e-Hadith (MJAH) Chief Senator Sajid Meer told news hounds on Sunday that the government had prepared a framework to initiate talks with Talibs.

The senator did not explain the framework.

"A majority of Taliban is against confrontation with the Pakistain army and the government," he claimed, adding "the talks with Taliban will remain successful if serious and wholehearted efforts from both sides are made."
Then his lips fell off.
He said those creating hurdles in government-Taliban talks were against Pakistain.

No money to compensate militancy-hit tribesmen

[Dawn] Although the scourge of militancy has resulted in the destruction of 58,312 houses in three tribal agencies of Fata, yet the question about compensation to the affected families is still unanswered.

A baseline survey conducted by Fata Disaster Management Authority (FDMA) in South Wazoo, Orakzai and Kurram agencies shows that reconstruction of the damaged private houses requires approximately Rs17 billion. The FDMA has conducted door-to-door survey to assess damage in the militancy-stricken areas of the three agencies.

An official said that FDMA had approached the federal government and United States Agency for International Development (USAID) to provide funds for the housing compensation project in three tribal agencies.

"The authority has yet to receive an affirmative response from any of them," the official said, adding that request about release of funds for damaged houses had been pending with the centre for the last two months.

Al-Qaida, Muslim Brotherhood Hold Secret Meeting In Jordan
[Jpost] Al-Qaeda and the international organization of the Moslem Brüderbund met secretly last week in Jordan according to a source quoted by the Egyptian daily Al-Youm al-Sabaa on Saturday.

The meeting focused on the conflict in Egypt and Syria and an altercation broke out between a Brotherhood member and jihadist leader Mohammad al-Miqdad, and the latter asked the Brotherhood not to publicly denounce the actions of the jihadists.

The jihadists discussed their plans to start moving Syrian and Iraqi jihadists into Egypt in order to carry out terror operations there after the Eid al-Adha festival, which falls on Tuesday.

It was explained in the meeting that the attempted liquidation against the Egyptian interior minister and the attack on a satellite dish, which is part of the state's TV communication system, were meant to demonstrate that they could access vital institutions in Cairo.

Officials said around 1.5 million pilgrims descended on the site, where they offered prayers and listen to the annual sermon from the Saudi top holy man.

Helicopters hovered overhead and thousands of troops stood guard to organise roads flooded by men, women and kiddies streaming towards Mount Arafat.

The top holy man said Moslems throughout the world were going through a difficult time, and stressed that the global economic crisis could be controlled if the Islamic economic system was adopted. "Moslems should support the community by investing in their businesses," he urged.

Chanting "Labaik Allahuma Labaik" (I am responding to your call, God), many of them camped in small colourful tents and took shelter under trees to escape temperatures of around 40 degrees Celsius (104 Fahrenheit). Special sprinklers were also helping cool the pilgrims.

Malaysian court rules use of 'Allah' exclusive to Muslims
[Rooters] A Malaysian court ruled on Monday that a Christian newspaper may not use the word "Allah" to refer to God, a landmark decision on an issue that has fanned religious tension and raised questions over minority rights in the mainly Mohammedan country.
That's only right. Allen's an entirely different god, an idol, in fact. His representation is the stone they worship every year at this time. Christians and Jews worship an entirely different God, one that doesn't require human sacrifice.
The unanimous decision by three Mohammedan judges in Malaysia's appeals court overturned a 2009 ruling by a lower court that allowed the Malay-language version of the newspaper, The Herald, to use the word Allah - as many Christians in Malaysia say has been the case for centuries.

About 200 Moslems outside the court in the administrative capital Putrajaya, greeted the decision with shouts of "Allahu Akbar" (God is Greatest).

"As a Moslem, defending the usage of the term Allah qualifies as jihad. It is my duty to defend it," said Jefrizal Ahmad Jaafar, 39. Jihad is Islamic holy war or struggle.

RIGHTS OF THE MINORITY

Lawyers for the Catholic paper had argued that the word Allah predated Islam and had been used extensively by Malay-speaking Christians in Malaysia's part of Borneo island for centuries.

They say they will appeal against Monday's decision to Malaysia's highest court.

Christians in Indonesia and much of the Arab world continue to use the word without opposition from Islamic authorities. Churches in the Borneo states of Sabah and Sarawak have said they will continue to use the word regardless of the ruling.

Iran's Detroit Stalled by Sanctions
Iran has been making cars for more than half a century, becoming the top producer in the Middle East. The distinctive Paykan, first produced in 1967, remains an enduring source of national pride. The Paykan, a replica of the British-made Hillman Hunter, dominated Iran's auto sales for years, even after the 1979 revolution, when the Iran National car company was nationalized. Just two years ago, Iran was producing 1.65 million cars a year, with exports to Syria, Iraq and Venezuela.

This year alone, car production has plunged by 40 percent. From a rank of 13th in the world two years ago, Iran has fallen to 21st. And in the first half of 2013, the country shipped only 1,456 cars abroad -- a trickle compared with 2012.

The falloff reflects the crumbling of a key state-run Iranian industry, one that planners had hoped might one day help diversify an economy that remains highly dependent on energy. As government employees, autoworkers enjoy job protection, but their factories now lie increasingly idle.

"We see that many workers in the factories are just sitting around or playing chess," said the secretary of the Iran Vehicle Manufacturing Association.

Manufacturers had begun to hope that, by the end of this decade, cars might finally outrank Persian rugs and pistachios as Iran's top non-oil export.

The blow has been particularly staggering in terms of exports, which had doubled between 2011 and 2012 to reach some 50,000 cars, almost all of them to Iraq, Syria and Venezuela, which rank among the country's few close allies.

On Saturday, Iran Khodro announced plans to begin selling cars to Russia at a rate of 10,000 per year. Although the statement offered no details on when the shipments would start, it was the first piece of good news for Iranian car exporters in an otherwise dismal year.

Russia calls on US to bring Syria opposition to peace talks

Iran's president calls for academic freedoms
[Al Ahram] Iran's president stepped up his challenge to hard-line factions on Monday, calling for the lifting of restrictions on academic freedoms and for granting Iranian scholars more opportunity to take part in international conferences.

The message from Hassan Rouhani underscores the increasing friction between his moderate-leaning views and entrenched forces such as a student wing of the powerful Revolutionary Guard, which has questioned the scope of the new president's overtures to Washington.

Rouhani has pushed to break the standoff with the international community over Tehran's controversial nuclear program, and talks between Iran and world powers are due to resume on Tuesday in Geneva.

Rouhani's call on Monday also points to potential deeper political fissures. Iran's top policymaker, Supreme Leader Ayatollah Ali Khamenei, has endorsed Rouhani's outreach to the U.S., but some of the forces coming under the president's criticism also are controlled by Khamenei, who has final say on all state matters.

Rouhani, who took office in August, has previously called for lifting curbs on social media access and urged police not to crack down on perceived violations of Islamic dress codes for women.

"This is a shame for an administration that its students and professors are not able to express their viewpoints," Rouhani told Tehran University students and professors. "This administration will not tolerate factional pressures on universities."

He also urged authorities not to block scholars from taking part in international gatherings, calling it "scientific diplomacy."

"I urge all security apparatuses, including the intelligence ministry, to open the way for this diplomacy. Trust the universities," said Rouhani.

In recent years, many professors and student activists at Iranian universities were expelled or went into forced retirement under pressure from hard-line groups.

Police Doubt al-Atrash's Murder Near Syria Border
[An Nahar] Security forces have expressed doubt that the man allegedly behind kabooms that rocked the southern suburbs of Beirut recently, was assassinated, An Nahar daily reported on Monday.

The newspaper said that the body of Omar al-Atrash, who hailed from the Bekaa town of Arsal, was not examined by security forces, which were also banned from opening an investigation into his murder.

Al-Atrash was buried in Arsal after he was killed on Friday in a rocket attack on his vehicle in an area that separates Arsal and the Syrian border.

An Nahar quoted security forces as saying that they did not see the photo of the vehicle to investigate whether the rocket attack was from the air or the ground.

They also did not rule out a booby-trapped kaboom.

But Arsal's residents claimed that they prevented police from examining al-Atrash's body or open a probe into his murder because he was badly mutilated.

Media reports have said that al-Atrash was involved in two deadly car kabooms in the Hizbullah stronghold of Beirut's southern suburbs in July and August.

He is also suspected of planning two rocket attacks in May that maimed four people in the suburbs.

Samer al-Hujeiri, who was with al-Atrash in the car, was also killed Friday, reports said. Sameh Breidi was injured in the incident and admitted to a hospital.

Kerry on Iran: Diplomatic window ‘cracking open’
Kerry and European Union’s foreign policy chief, Catherine Ashton, hold talks on Iran, Syria, Egypt, the Mideast peace process and other matters.

US Secretary of State John Kerry said the window for diplomacy with Iran over its nuclear programme is “cracking open,” but that “no deal is better than a bad deal.”

Kerry made the comments in a speech Sunday via satellite from London to a foreign policy conference in California by the American Israel Public Affairs Committee, the most powerful pro-Israel lobbying organisation in the United States. The State Department released excerpts of Kerry’s prepared remarks.

Earlier on Sunday, Kerry and European Union’s foreign policy chief, Catherine Ashton, held talks on Iran, Syria, Egypt, the Mideast peace process and other matters.

The focus on Iran’s number programme comes before the start of negotiations between the Islamic Republic and the five permanent UN Security Council members and Germany that are set for Tuesday and Wednesday in Geneva.

“Right now, the window for diplomacy is cracking open. But I want you to know that our eyes are open, too,” Kerry said in his remarks to AIPAC.

Israel views a nuclear-armed Iran as a threat to its existence. Iran says its nuclear programme is for peaceful purposes.

We are mindful of the need for certainty, transparency, and accountability in the process. And I believe firmly that no deal is better than a bad deal,” according to the excerpts of Kerry’s speech.

International penalties over Iran’s nuclear programme have damaged Iran’s economy, and Iran wants to ease them in exchange for some concessions. The West contends Iran is trying to make a nuclear weapon. Tehran says its program is for peaceful purposes.

Kerry and Ashton also discussed efforts to organise an international peace conference aimed at achieving a political transition in war-torn Syria. The State Department said Kerry’s session with Ashton was “very productive.”
